Senior Proposals Manager – Transport & Infrastructure, WSP Ireland
We are looking for a strategic and motivated Senior Proposals Manager to join our Transport and Infrastructure team in Ireland. The role is high impact, focused on securing profitable business by managing our most important bid projects in Ireland. The Senior Proposal Manager will lead and manage the pursuit process, collaborating across teams to deliver high‑quality, client‑focused proposals covering the full bid lifecycle.
Key Responsibilities
Lead and manage complex and high‑value strategic bids as bid manager or in senior support roles depending on bid size and complexity.
Ensure appropriate bid governance and review processes are followed.
Provide input to the strategic bid capture planning process.
Work with the client and Opportunity Director to develop customised solutions that meet the client’s specific needs.
Assist in opportunity qualification throughout the lifecycle.
Understand internal and external customer requirements and provide resource expertise, supporting management and leadership of strategic bids.
Challenge operational, technical, commercial and financial proposals to develop solutions that provide maximum benefit to the business while delivering customer requirements.
Collaborate with bid authors and solution architects to convert operational and business development knowledge into winning solutions and proposals.
Analyze each bid, including customer feedback, to identify and share best practice and suggest improvements to processes and team dynamics.
Train and coach colleagues on the bid process and associated skills.
Collate market and competitor information useful for future propositions and bids.
Role Accountabilities
Provide leadership to appointed bids to deliver optimum quality‑price solutions while keeping the team well informed, organised and clear on outputs and deadlines.
Collaborate with Opportunity Directors, bid colleagues, operational managers, sector and commercial teams to develop and advise on tailored solutions in response to tender invitations.
Understand client needs and advise on the quality and integration of solutions, setting required quality standards.
Build relationships quickly to deliver efficient and effective work within newly created bid teams.
Convert operational and business development knowledge into winning solutions and proposals.
Analyze each bid to identify and share good practice with operational, bid and business development staff; support cross‑cutting initiatives and bids to help WSP achieve corporate objectives.
Collate market and competitor information for future propositions and bids.
Qualifications and Experience
Degree level qualification in an appropriate subject.
APMP Foundation certification or equivalent minimum.
Proficient in Microsoft Office, Adobe Suite, InDesign (desired) and graphics skills.
Prior experience in a similar role within engineering and construction.
Expertise producing tenders in Roads and Civil markets in the Republic and Northern Ireland.
Senior bid manager with a demonstrable record of winning bids.
Good understanding of bid governance and review processes.
Expertise in bid writing, management and commercial skills.
Comprehensive understanding of public and private procurement processes in the UK and Ireland.
Strong verbal and written communication; team player and collaborative.
Robust project management skills with meticulous attention to detail and quality.
Strong time‑management skills and ability to prioritise.
Proactive, takes initiative and responsibility for own actions.
Ability to assimilate large volumes of information and manage associated workflows.
Strong relationship‑building and rapport with external clients and internal colleagues.
Excellent people skills to lead, encourage, motivate and enthuse others.
Passion for quality and continuous improvement.
Confidence to delegate to all levels where required.
Strong oral and written English; ability to present complex ideas simply.
Demonstrates behaviours and attitudes in accordance with WSP core values.

Location & Travel
UK‑wide and Ireland travel required.
