Job Title: Resident Engagement Manager – Housing Services
Department: Operations
Reports to: Strategic Housing Manager
Location: Dublin 8 / Hybrid (2 days per week in the office)
Contract: Full Time, Permanent, 37 Hours Per Week.

Oaklee is an Approved Housing Body (AHB) established in 2000 to deliver high‑quality modern homes for older people, families, mature single people, and people with complex needs. Oaklee now manages over 2500 homes and plans to increase its housing portfolio substantially over the coming three years, supported by sustained investment in people, systems, and data. We have rapidly grown our presence across Ireland to become one of Ireland’s most ambitious providers of customer‑focused housing and support services.
The Role
The Resident Engagement Manager will have responsibility for implementing Oaklee’s Resident Engagement Strategy, translating it into practical, measurable actions.
The post-holder will lead Oaklee’s resident participation framework, working closely with ‘Oaklee Together’ (resident strategy group), other resident groups, Housing Officers, senior management and external partners. The role will champion the resident voice, ensure it informs decision‑making at all levels, and strengthen Oaklee’s culture of meaningful engagement.
This is a management role with responsibility for programme leadership, governance, reporting, budget management and organisational influence. Travel across Oaklee schemes nationwide and flexibility to attend evening or weekend events will be required.
Key Responsibilities and Duties
Strategic Leadership & Implementation
Lead the implementation and delivery of Oaklee’s Resident Engagement Strategy and action plan, ensuring alignment with Oaklee’s corporate objectives and regulatory expectations.
Translate strategic commitments into structured programmes, annual work plans and performance measures.
Act as Oaklee’s lead professional and internal champion on resident engagement, influencing practice across Housing Services and the wider organisation.
Provide expert advice to senior management and SLT on the resident voice, participation outcomes and service improvement priorities.
Provide strategic oversight and professional support to ‘Oaklee Together’, including governance, membership development, capacity building and impact measurement.
Support the development, sustainability and effectiveness of resident associations and local resident groups across schemes.
Ensure resident engagement mechanisms are inclusive, accessible and representative of Oaklee’s communities.
Oversee tenant consultations, resident‑led scrutiny, estate walk‑abouts, and customer journey mapping, ensuring actions and learning are embedded.
Service Improvement & Insight
Lead on tenant surveys, feedback mechanisms and engagement insight, ensuring learning is fed back to residents and informs service improvement.
Provide high‑quality reports, analysis and recommendations to SLT, Directors and the Board as required.
Contribute directly to corporate, service and operational planning through evidence‑based resident insight.
Policy, Governance & Compliance
Lead and support the development and implementation of resident engagement policies, procedures and frameworks, ensuring compliance with regulatory and best‑practice standards.
Promote organisational understanding of resident engagement obligations, legislation and sector standards.
Represent Oaklee externally on resident engagement, participation and community development forums.
Review and update policy to reflect internal and external changes.
Budgeting, Funding & Resources
Prepare, manage and monitor the resident engagement budget, ensuring value for money and transparent financial control.
Identify and pursue grants and community funding opportunities aligned with strategic priorities.
Communications & Culture
Work closely with the Communications Manager to ensure resident voice is visible and authentic across publications, digital channels and reports.
Oversee resident‑facing communications such as newsletters, case studies, resident stories, initiatives and awards.
Lead or contribute to training for staff and tenants to embed a culture of meaningful resident engagement across Oaklee.
People Management
Provide direct line management to the Resident Engagement Officer, including supervision, performance management, appraisals and development.
Set clear objectives and priorities for the role, ensuring delivery aligns with the Resident Engagement Strategy, annual plans and organisational priorities.
Work closely with the wider Housing Services team to align tenant engagement activity with service KPIs, performance reporting and continuous improvement.
Corporate Responsibilities
Contribute to organisational strategy, service improvement and cross‑departmental working.
Ensure compliance with Health & Safety, Data Protection, Equality and all Oaklee policies.
Undertake training and professional development as required.
Key Skills and Competencies
Ability to lead and influence across teams and organisational levels.
Strong planning, programme management and prioritisation skills.
High-quality written and verbal communication, including reporting.
Excellent facilitation, consultation and group engagement skills.
Strong IT skills (Microsoft Office, Teams, online engagement tools).
Excellent written and verbal communication skills in English are essential, as English is the organisation’s corporate and reporting language.
EDUCATION & EXPERIENCE
Significant experience (minimum 5 years) in resident engagement, community development, housing or a related field.
Relevant third‑level qualification (Community Development, Housing, Social Policy, Leadership and management or similar).
Driving licence and use of a car.
Demonstrable experience implementing strategies or programmes at organisational level.
Strong understanding of social housing and resident participation.
Project management, working collaboratively with multiple stakeholders.
Experience of managing budgets and funding applications.
Experience of governance, scrutiny or resident‑led oversight structures.
Knowledge of tenant engagement within the social or approved housing body sector.
