Security Compliance Programme Inspectors report to the Head of Security Compliance & Covert Testing. The Irish NCASP requires the daa Airport Security Manager (ASM) to undertake security compliance monitoring inspections, audits, tests and surveys at both Cork and Dublin Airports and at relevant 3rd Party regulated entities and Known Supplier programmes. This requirement is delegated to the daa Security Compliance Programme Inspection team. Compliance Programme Inspector output from the activities undertaken is reported to board level within daa and is formally reported to the Irish Aviation Security Regulator at both quarterly and annual frequencies. This output informs the State, via IAA and DOT reporting systems at national aviation security committee level, of the aviation security compliance and testing status for both Dublin and Cork airports. The results of this combined activity in turn informs the national aviation security risk profile which is updated annually. This reporting element is specified in the NCASP on covert and on overt testing output and on daa security compliance inspections and audit results. In order to meet these requirements daa has appointed a team of suitably qualified and trained Security Compliance programme Inspectors to undertake this activity. The role holders carry out the full remit of compliance audits, inspections, tests, reporting output and surveys so that the daas NCASP mandated quality control programme is delivered in accordance with both European Union and IAA nationally approved standards and procedures. All of the team share responsibilities to conduct all testing, inspection, audit and survey requirements set out in both daa Airport Security Programmes. Introduction including Airport Security Prog. Chapter 1 Airport Security, Access Control, Screening of PoTP, Examination of Vehicles and Prohibited Articles Chapter 2 - Demarcated areas Chapter 4 - Screening of Pax and cabin baggage (including Supervisory oversights), protection of Pax and Cabin baggage, Potentially Disruptive Passengers and Prohibited Articles Chapter 5 Screening and protection of Hold Baggage Chapter 9 Airport Supplies Security Controls, Known Supplier oversight including the development and maintenance of a fully compliant Known Supplier Programme for both Airports and the Protection of LAGs and STEBS Chapter 11 Staff Recruitment, Staff Training, certification, and ASTO oversight. Covert Testing is a NCASP mandated requirement that now sits in Chapter 11. Chapter 12 Security Equipment at both airports and at all 3rd Party and/or Known Supplies sites. Chapter 14 Cyber Security Requirements. Chapter 15 Landside Security including critical security infrastructure and testing at landside and campus locations Chapter 16 Unpredictability including oversight of behavioural detection standards and explosive detection dog utilisation. The responsibilities of the Inspectors are arranged so that the Quality Control Programme activities are dealt with by specialised members of the team who simultaneously act as resilience for another specialised area while conducting Centralised work on inspections, testing, auditing and surveying. Specialist functions within the role are applicable at both airports and 3rd parties were required. Airport Security, Access Control and documentation (ASP) Oversight. Cabin Baggage screening, Supervisory oversight, and Demarcated Area activity. Targeted Patrolling, Group Security reporting data and Known Supplier contingency. Hold baggage implementation and screening. Oversight and management of the Airport Supply and full Known Supplier process. Security Training, recruitment, certification, and ASTO oversight. Security Equipment specialist activity All Covert testing at both airports is designed, planned, managed, and delivered by the role holders. The role holders share Inspection and Audit activity related to Unpredictability in Av Sec and on Landside surveys and inspections as part of the overall quality control programme itself. Experience Aviation Security implementation experience is desirable. An auditing / compliance monitoring experience is alsodesirable. Skills Essential: Ability to work without supervision and on own initiative. An ability to build and accurately follow a robust compliance template and standardised reporting format. A proven ability to challenge poor performance and provide feedback in a manner which does not give rise to conflict. Excellent written and verbal communication skills delivered both within and external to daa and to personnel at all levels, including to executive level, within the organisations audited. Proficiency in MS Office applications Valid/ Clean Irish Driving Licence Desirable: Operational knowledge of Aviation Security and its requirements Operational experience in Airport Security Qualifications Essential; To be achieved within in one year ICAO National Inspector qualification ISO Auditor qualification within Desirable; Hold a Third level qualification. Interpersonal Skills Demonstrate an ability to manage service provider management and administrative personnel Demonstrate an ability to develop and maintain close and productive working relationships with SMEs, senior management within daa and the relevant entities. Work collaboratively with reporting functions within both Dublin and Cork Airports
