Contract Details:
* Initial on-site commitment: 3 days per week during system build phase.
*
Once operational: Support reduces to ad hoc/on-call basis.
*
Core hours during build phase: 09:00 - 17:00.
*
Annual leave and emergency on-call support to be agreed post-build phase.
Role Summary:
We are seeking an experienced Database Administrator with strong web development skills to lead the migration of a legacy MS Access system into a modern PostgreSQL environment. The role also includes developing a secure web-based interface for internal users. This system will operate on a private internal network and must meet high standards for reliability, performance, and data integrity.
Key Responsibilities:
*
Lead the migration of an existing Microsoft Access 2003 database to PostgreSQL.
*
Design and build a secure web-based front-end application to interface with the new database.
*
Implement automated email generation features based on data within the system.
*
Develop reporting features accessible to management for operational oversight.
*
Deliver complete technical documentation for the new system.
*
Collaborate with internal stakeholders and technical teams to define and deliver robust solutions.
*
Ensure new database design aligns with best practices for performance, security, and usability.
*
Manage and maintain shell scripts, perform regular backups, and enforce recovery protocols.
*
Design schemas, tables, and user permissions with strict access control policies.
Required Experience and Skills:
*
Minimum of 5 years' experience in senior-level database administration.
*
Demonstrable experience with PostgreSQL or SQL-based systems in public or regulated sectors.
*
Strong expertise in database scripting, schema design, and performance optimization.
*
Skilled in creating secure and user-friendly web interfaces connected to relational databases.
*
Familiarity with multiple database systems and operating environments including SQL Server, DB2, SuSE/Ubuntu Linux.
*
Proficiency in developing technical documentation, troubleshooting issues, and providing ongoing support.
*
Capable of full development lifecycle delivery - from concept through deployment and testing.
*
Experience in maintaining legacy systems and overseeing their secure migration or redesign.
*
Strong understanding of data security, disaster recovery planning, and version control systems.
Essential Criteria (Pass/Fail):
*
Experience Level: 5+ years in a senior database administration role, ideally with PostgreSQL/SQL and public sector project experience.
*
Start Date Availability: Must be available to begin by 01 September 2025.
*
Education: BSc (or equivalent) in Computer Science, Information Technology, or related discipline.
*
Language Proficiency: Fluent in English. Non-native speakers must provide proof of fluency equivalent to CEFR C2 level.
