Housing Support Officer, Dublin Region Homeless Executive (DHRE)
The Housing Support Officer will report to the Deputy Director of the Dublin Region Homeless Executive, or such other designated officer. The holder will work directly with people experiencing homelessness or at risk of becoming homeless, as part of the Central Placement Service focusing on prevention, place‑finding, and moving families out of emergency facilities into suitable accommodation. The role involves intensive, direct interaction with households in temporary residence, providing clear advice and support to enable exit from homelessness.
Ideal candidate
* Excellent interpersonal communication skills and ability to represent the DRHE/City Council professionally.
* Capability to conduct assessments of need sensitively and professionally.
* Ability to support people experiencing homelessness in making informed decisions.
* Understanding of homelessness and how to respond effectively.
* Strong knowledge and competency regarding social housing options and preventing or progressing from homelessness.
* Ability to identify and liaise with other service providers to prevent homelessness or minimise time in emergency accommodation.
* Ensures policies, procedures and quality standards are adhered to, especially those supporting safe services.
* Relevant experience working effectively with customers.
* Understanding of equality practices and public sector duties.
* Can work under pressure with tight deadlines to deliver key operational objectives.
* Understanding of local government structure, charity, and voluntary groups involved in homelessness.
* Self‑motivated, works on own initiative.
* Willing to work flexibly; some evening work may be required.
* Proven management report writing, numeric and IT skills.
* Very good time management and organisational skills.
* Awareness of Health and Safety legislation and regulations.
Qualifications
Character: Each candidate shall be of good character.
Health: Candidates shall be in a state of health that indicates a reasonable prospect of ability to render regular and efficient service.
* Have a good general standard of education.
* Have proven and relevant experience in administrative procedures, including practical experience in office organization and staff control.
* Possess satisfactory knowledge of the functions and duties of local authorities.
* A relevant qualification or background in Social Care and/or Housing.
* Experience working in a similar field.
Duties
* Provide comprehensive case‑management advice on housing options and supports to households in various forms of emergency accommodation.
* Support households to source private rented accommodation with Housing Assistance Payment assistance.
* Develop housing plans for each homeless household in emergency accommodation aimed at reducing length of stay.
* Liaise with and refer homeless families to appropriate NGOs and statutory agencies and their support services.
* Coordinate services for households in emergency accommodation within assigned areas/facilities.
* Work directly with households at risk of homelessness from the private rented sector, using knowledge of tenancy protections.
* Work directly with households at risk of homelessness from a family home, liaising with local authority Housing Departments to prevent homelessness.
* Write reports and manage correspondence relating to households in emergency accommodation.
* Respond to service user complaints, queries or concerns and correspondence from Public Representatives.
* May be assigned to specific roles, e.g., Dublin Place finder.
* Perform other duties as assigned by the delegated manager.
