Job Description
The Contract Coordinator will be responsible for managing the pre and post contract requirements of the Infrastructure Department’s Portfolio, ensuring they are adhered to and fulfilled in line with awarded framework agreements and Work Orders (call-off contracts). Pre-contract, the role holder will work with the Contracting Entity’s Procurement and Legal teams to support Programme Directors in engaging Contractors and/or Consultants in accordance with procedures and procurement strategy. Post contract, the Contract Manager will manage Work Orders from award to Completion, take-over of works and final assessment, and will review and accept subcontractors and subcontract documents in line with the contract. The Contract Coordinator will oversee monitoring of Contractor and/or Consultant performance based on contractually agreed KPIs and contribute to dispute management as required.
Responsibilities
* Understand and align to the Contracting Entity’s Contract Management standards, ensuring compliance with the selected Terms & Conditions in their contract suite (NEC) and on their programme
* Ensure full compliance with Contract Management standards and contractual terms in contract administration activities; report areas of non-compliance
* Manage commercial relationships with Contractors and/or Consultants to drive continuous improvement in delivery
* Review draft contracts to ensure fitness for purpose and tailor to the project, coordinating inputs from advisors where required
* Lead contractual negotiations and provide guidance to Project Manager/Services Manager and Programme Director as needed
* Review and acceptance of subcontractors and related documents
* Certification of payments including assessment of Defined Costs for Option C and E contracts
* Audit of contractor/consultant accounts to ensure costs are captured correctly
* Review forecasts and assess painshare or gainshare for Option C or D contracts
* Undertake delay damages calculations if required
* Establish and approve contract management strategies and KPIs
* Establish KPI libraries for accountable categories/programmes
* Review and approve contractor/consultant performance evaluations and improvement plans where appropriate
* Build, develop, support and maintain a team of Contract Administrators and collaborate with project team members
* Review compensation event applications, quotations, and associated assessments; provide recommendations to Project Manager/Service Manager
* Ensure application for payment aligns with contract terms when required
* Provide assurance of RFI and RFT tender documentation and evaluation processes
* Oversee tendering and appointment processes for Contractors/Consultants
Qualifications
* 10+ years experience of contract management and administration
* Knowledge of monitoring Contractor/Consultant performance
* Significant experience in claims management
* Experience establishing performance management frameworks for Contractors/Consultants
* Knowledge of KPIs for Contractors/Consultants and experience building KPI libraries
* Experience administering NEC contracts
* Experience developing and implementing individual contract management strategies
* Proven leadership in managing multiple, complex contractual arrangements with clear stakeholder direction; NEC contract management expertise, especially in aviation
* Able to lead a team of 1-3 people
* Strong analytical, negotiation, reporting, and presentation skills; computer literacy; understanding of CEMAR and Unifier
Formal Education Qualifications
* Bachelor Degree in Law / Quantity Surveying / Project Management
