The role is based in the Public Lighting section of the Planning and Transportation Directorate. The office is full-time, permanent and pensionable, with a panel formed to fill permanent and temporary vacancies.
The Role
The Executive Engineer (Electrical) will supervise, control and carry out engineering/ancillary services within the Public Lighting service area. The Public Lighting Section designs, manages and maintains all public lighting stock in the county (approximately 33,500 points). The Executive Engineer (Electrical) will report to the Senior Executive Engineer/Senior Engineer of the section and may be assigned to other service areas at the Chief Executive’s discretion. The role typically operates within the Planning and Transport Directorate, with mobility within the Local Authority as required.
Salary & Hours
Salary: €59,658 - €81,706 (scales shown in original ad). Hours: 35 hours per week. The Council reserves the right to alter hours as required.
Qualifications and Essential Requirements
* Character: candidates must be of good character.
* Health: candidates must be in a state of health adequate to render regular and efficient service.
* Essential Education, Training and Experience: candidates must meet one of the following on the latest date for receipt of completed applications:
* Hold at least an ordinary bachelor's degree (level 7 NFQ) in Engineering.
* Hold an ordinary bachelor's degree (level 7 NFQ) and a postgraduate master's degree (level 9 NFQ) in Engineering.
* Hold a master's degree (level 9 NFQ) in Engineering with at least five years of satisfactory relevant engineering experience, high standard of technical and administrative experience, and knowledge of public service organisation or ability to acquire such knowledge.
Desirable Education, Training and Experience
* The degree referred to earlier is specifically in Electrical Engineering.
* Full driving licence with use of personal transport.
* Knowledge of electrical engineering, industry regulations and standards (including ESB requirements for work on Public Lighting, ESB Networks, and ESB National Code of Practice for Customer Interface).
* Knowledge of exterior lighting design standards, AutoCAD, and design/maintenance of electrical installations to current standards.
* Health and Safety legislation knowledge; leadership and people management skills.
* Understanding of Local Authority services/structures or ability to acquire; good communications and interpersonal skills.
* Public sector procurement and contract management knowledge; problem solving; IT proficiency.

Duties
* Assist in planning and implementing programs and projects relating to public lighting.
* Lead, motivate and develop staff; manage industrial relations as required.
* Procure materials, services and contractors; conduct contract management and supervision.
* Assist with development of technical specifications and improved maintenance; manage public lighting systems.
* Prepare budgets and ensure works are delivered within allocated budgets for maintenance and/or capital works.
* Ensure staff training and operation within relevant skill sets; promote Health & Safety in the workplace.
* Advise on management of electrical installations and energy management; ensure compliance with legislation and council policies on procurement, planning, health, safety and welfare.
* Deal with representational issues from elected Members and community groups; represent the council at meetings; prepare reports for Council and public meetings.
* Liaise with other local authorities, government departments and statutory agencies; work with senior management on strategies to improve service delivery.
* Act for a more senior employee when required; operate existing or future technology and record daily operations; maintain and submit such records/reports as directed.
* Carry out other duties as reasonably assigned.

* Blended working policy allows up to two remote days per week, subject to operational requirements and six months of continuous employment before start of blended working.
* Probation: typically one year, with possible extension; assessments during probation; existing local authority probationers may be exempt.
