Job Description
Reporting to: RADE Project Director
Function: The role of the CE Supervisor is to support participants engaged in the CE RADE Rehabilitation Programme through effective scheme management, participant support, financial administration, training coordination and progression supports in line with the DSP Community Employment Procedures Manual and the National Drug Rehabilitation Framework.
CE Scheme Administration and Financial Management
Administer the financial and administrative operations of the CE Scheme in line with DSP CE Procedures. Maintain CE financial records, bookkeeping systems and payroll records. Complete and submit wage claims, materials claims and training/participant development claims within DSP deadlines. Budget management and reporting. Maintain participant attendance records, timesheets and payroll documentation. Liaise with DSP, SICDATF, company bank, Revenue, accountants and relevant service providers regarding CE Scheme operations. Support DSP monitoring and compliance requirements. Administer all areas of finance including organisation, planning and control for the Project. Assist with any other duties as required by the project.
Community Employment
Ensure compliance with DSP CE Procedures Manual. Support participant induction. Support CE participants in their personal, social and work‑related progression. Assist in the implementation and monitoring of Individual Learner Plans (ILPs). Support participants to engage in training, education and progression opportunities. Liaise with rehabilitation, treatment and support services as required. Maintain appropriate participant records and documentation. Support participant progression, exit planning and follow‑up supports. Prepare reports and updates as required by RADE and the DSP. Ensure a safe and healthy working environment in line with Health & Safety requirements.
Essential Requirements
Knowledge of the National Drug Rehabilitation Framework and the role of CE in supporting recovering substance users.
Experience working with vulnerable individuals or within community/rehabilitation settings.
Third level qualification. Minimum Level 6 on Major Award NFQ (National Framework of Qualification) in Business/Financial Administration, Training, Human Resources, Project Management or a related discipline.
Minimum of 3 years’ experience in an administrative/management capacity.
Strong communication & IT skills.
Strong financial planning and administration skills.
Knowledge of payroll and accounting software.
Remuneration
Salary commences at Point 1 of the Supervisors Community Employment Salary Scale with a weekly gross wage of €728.92 with advance to point 4 on salary scale. A CE Supervisor who moves directly from one CE scheme to another without taking leave will retain their salary scale and associated wage level.
