Position Description The Land Access Engagement Manager is responsible for supporting and advising on land access issues nationwide at all voltages as well as developing and ensuring that the appropriate policies, agreements and processes are in place to facilitate and support this to enable delivery of projects and programmes in a timely and efficient manner. The Land Access Engagement Manager will develop and maintain strong relationships with key stakeholders to facilitate and support delivery of large infrastructure projects and programmes. These Key Stakeholders include Landowners, Project Leaders, Engineering Officers, Designers, EirGrid, IFA, Local Authorities, third-parties, consultants etc. Central to the role is the provision of advice to project teams to facilitate timely access to land to enable projects to be implemented in accordance with agreed programmes. Key Responsibilities Develop and contribute to new policies, agreements and strategies in the landowner engagement area. Build and maintain a strong relationship with EirGrid counterparts in Landowner Engagement. Work with third party organisations in developing agreements and positive relations. Build and maintain strong relationships with landowner organisations. Build and maintain strong relationships with other utilities like Uisce Eireann, GNI, TII, Coillte, CIE and Irish Rail. Collaborate with ESB legal on landowner engagement issues, such as the development of new agreements and communication with stakeholders/landowners Engage where appropriate with external service providers such as valuers and Agents to facilitate land access. Provide advice on best practice on landowner engagement issues to project teams to facilitate timely access to land to enable projects to be implemented in accordance with agreed programmes. This includes PLs, Designers etc in both ESBN and E&MP Work closely and provide support to others on the team on all aspects of the compensation claims process, such as establishing entitlement to claim, compiling, and examining reports, liaising with external Valuers, Planners, and Consultants. Developing an understanding of all elements of claims, assisting the team to ensure all contributors meet the required deadlines. Provide support to the team in all aspects of case information requirements for claims including the preparation of documents and the provision of evidence as appropriate. Other duties that may emerge in the Land Access area or as assigned by the Strategic Land Access Manager. Experience and Qualifications Essential A primary degree in engineering, property economics or be an accredited member of the Society of chartered Surveyors Ireland or the institute of Professional Auctioneers and Valuers or equivalent work experience of a minimum of 10 years is essential. Strong stakeholder management, both external and internal. Strong people skills, experience leading cross functional initiatives, to solve problems and get the job done. Self-motivated with ability to plan and communicate requirements to progress new initiatives, and a track record of delivering work and/or projects, prioritising own work and the work of others. Full clean EU driving licence. Travel is a requirement of the role. Desirable Experience in land access issues. Experience in managing and construction of infrastructure projects. Understanding of ESB's policies on land access and the legislation supporting ESB's powers of land access. Location Primarily Dublin & Midlands. Base location is flexible and will be agreed following the appointment of the successful candidate. This is a national role and there will be a requirement to attend meetings with stakeholders and ESB Senior Management in various locations nationwide.
