Cost Manager - Renewable Energy and Infrastructure sectors
Location: Dublin or Cork (Hybrid)
Reporting to: Chief Infrastructure Office - PMO Head of Function
The Cost Manager will play a key role in the Onshore Infrastructure Delivery Team reporting to the PMO Manager / Head of Function.
Our client helps develop, manage, and operate Ireland’s Electricity Grid. They are responsible for the safe, secure and reliable supply of Ireland’s electricity, bringing power from where it is generated to where it is needed throughout Ireland, Onshore and Offshore.
They currently have a vacancy for a Cost Manager in the Onshore PMO team with a particular focus on the development of Financial Dashboards in collaboration with their Finance and BI teams to provide regular updates to management and the Regulator.
Key Responsibilities
Forecasting: Produce and maintain accurate costs and cash forecasts and estimates at completion.
Collect and Validate Cost: Maintain all cost data within the Financial Control System, including monthly Actual Cost of Work Performed calculations.
Reporting and Analysis: Collaborate with all disciplines to produce insightful cost analysis, forecasting and actual costs to a defined project controls reporting cycle.
Measuring and reporting progress monthly: including assessing detailed progress claims, accruals, data updates, trend analysis, and change orders.
Validating Data: Support the review and integration of forecasts provided by Internal Delivery Teams Contractors and Suppliers.
Change Management and Reporting: Lead and ensure the assessment of all changes and accurate representation of approved Trend and Changes and feed into risk management activities.
Collaborate: Work closely with Finance, Scheduling, Risk team, Estimating Team in order that costs are collected and profiled consistently.
Establish Project Cost Baselines: including establishing the Cost Breakdown structure and ensure cost control accounts are aligned with WBS work packages and planning packages.
Leads, directs, manages and takes ownership on all Commercial aspects of programme delivery.
Managing relationships with senior internal and external Stakeholders providing a leadership role to the wider programme team.
Responsible for ensuring all commercially focused activities and outputs are delivered to meet programme objectives including, but not limited to: Financial and Commercial Reporting, Capital/Revenue Planning, Funding Requests, Estimating, Capital Approval requests, Commercial Benchmarking, Cost Performance Management and Reporting.
Ensure robust Cost Control Measures are adopted and reporting of same.
Lead the Successful Development, Implementation and continuous review of the Programme Commercial Strategy and Estimating Strategy.
Support in any refresh activities of the Programme’s Procurement Strategy, advising on any enhancements required.
Support in supplier and market engagement activities.
Support in Tender Review, Evaluation and Negotiation Processes.
Support in the Development, Implementation and continuous review of the Contract Strategy, aligning with the Procurement Strategy and proposed contract packaging structure.
Collaborate with Finance and Procurement teams on procurement strategies, market engagement and developing approaches to safeguard company interests and commercial risk.
Lead the successful implementation of all Commercial Management Services on the programme, managing and working with multi-disciplinary teams to ensure delivery standards.
Bring best-practice Commercial Management approaches to the programme.
Lead on approaches to develop cost efficiencies and bringing Value for Money approaches across the Programme including earned value analysis and reporting.
Support in Contract Management and negotiation with consultants, suppliers and contractors.
Liaise with the Programme Director to review, assess and evaluate contractor delivery in accordance with the project processes, contractual terms and conditions and commensurate with contractual entitlement.
Identify and advise on Commercial Risk / Claims.
Provide support, where required, in the negotiation of Contracts/Framework Agreements.
Provide strategic leadership with respect to programme funding at corporate and European levels.
Lead on Commercial/Financial Reporting Processes to internal and external stakeholders.
Knowledge, Skills and Experience
A degree in Quantity Surveying, Engineering or Finance or a related field.
7‑8 years significant and demonstrable experience in Leading Commercial Management on multi‑(e)Bn programmes preferably in the Renewable Energy and Infrastructure Sectors.
Qualification – Chartership, NFQ 8, Relevant Leadership and Management Training.
Professional membership(s) with industry recognized bodies such as SCSI, RICS, APM, ICE is desirable.
Excellent communication, presentation, negotiation and organisational skills will be essential for this role with the ability to forge and maintain strong working relationships.
Proactive ability to work independently and work with cross‑functional teams including consultants and contractors.
