Scientific/Professional
The Senior Medical Scientist (ICT/LIS Manager) will:
* Provide strategic and operational leadership in the management, development, and optimisation of Pathology Information Systems (LIS/ICT).
* Lead and manage change initiatives, including the development and delivery of structured project and work plans.
* Ensure all project risks, issues, and change controls are appropriately identified, assessed, managed, documented, and communicated in accordance with hospital risk management frameworks.
* Prepare and contribute to the production of the annual departmental report and other required management reports.
* Develop, implement, and maintain departmental policies and procedures to support service improvement and assess requirements for additional resources.
* Participate in Hospital, regional, and external committees as required.
* Provide accurate and timely operational, performance, and management information to the required standard.
* Promote and maintain a patient-centred approach in the delivery of laboratory services.
* Demonstrate professional behaviour consistent with the Hospital's values, ethical standards, and codes of conduct.
Quality
The Senior Medical Scientist (ICT/LIS Manager) will:
* Ensure compliance with all relevant national and international standards, guidelines, and best practices applicable to laboratory services.
* Actively participate in internal and external quality assurance programmes.
* Support the implementation, maintenance, and continuous improvement of the Quality Management System in line with ISO or equivalent accreditation standards).
* Participate in quality improvement initiatives that are patient-focused and that measure, audit, and enhance service performance and user satisfaction.
* Ensure compliance with all applicable national legislation and EU Directives.
* Promote the efficient and effective use of resources to ensure the smooth operation of laboratory services.
* Provide statistical, performance, and quality-related information as required.
Information Technology
The Senior Medical Scientist (ICT/LIS Manager) will:
* Lead the commissioning, implementation, and efficient operation of laboratory ICT and LIS systems.
* Act as lead for the implementation and ongoing optimisation of MedLIS, ensuring compliance with national HSE ICT and information governance policies.
* Ensure laboratory staff are supported and enabled to maximise the effective use of information technology for patient care and administrative functions.
* Ensure laboratory ICT systems integrate effectively with hospital-wide and external systems.
* Collect, analyse, interpret, and present laboratory data relating to activity, staffing, performance, and expenditure.
* Ensure ICT systems meet the operational and clinical needs of the Pathology Department and its service users.
* Develop, maintain, and review error logs and incident reports related to LIS/ICT systems.
* Ensure best practices are implemented in relation to data quality, validation, and integrity.
* Liaise with instrument and software suppliers regarding analyser interfaces and system integrations.
* Oversee system security, user access controls, data protection, and backup procedures, maintaining appropriate audit trails.
* Work collaboratively with hospital IT departments to resolve technical and operational ICT/LIS issues.
* Manage system upgrades, enhancements, acceptance testing, and data migration activities.
Staff Management
The Senior Medical Scientist (ICT/LIS Manager) will:

* In consultation with senior colleagues, prepare work schedules, assign duties, and organise rosters to meet ICT and laboratory service requirements.
* Implement and manage HSE policies relating to attendance management and staff wellbeing.
Education & Training
The Senior Medical Scientist (ICT/LIS Manager) will:
* Identify training and development needs and coordinate appropriate education and training programmes for laboratory staff.
* Facilitate and support ongoing professional development, continuing education, and relevant research activities.
* Support and facilitate data access and reporting for education, training, audit, and research purposes, in line with governance requirements.
* Liaise with Heads of Discipline and relevant stakeholders to coordinate training initiatives.
Risk, Health & Safety
The Senior Medical Scientist (ICT/LIS Manager) will:
* Coordinate laboratory ICT and LIS aspects of the Major Emergency Plan in accordance with Laboratory Management Team policies.
* Ensure effective health and safety systems and procedures are implemented in compliance with the Safety, Health & Welfare at Work Act and Hospital policies.
* Collaborate with the Laboratory Management Team to develop, implement, and monitor best practice procedures for accident prevention and incident management.
* Receive, record, investigate, and report incidents, complaints, and equipment or supply defects, ensuring appropriate corrective actions are taken.
* Ensure staff work safely, use appropriate personal protective equipment, and are familiar with emergency and evacuation procedures.
* Provide training, instruction, supervision, and information to support staff compliance with health and safety legislation and policies.
