About The Land Development Agency
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors, with the Government committed to providing €1.25 billion of equity, drawn as required.
The LDA has begun construction on various state-sourced lands and is working on direct delivery projects that can deliver over 5,000 homes. It is also collaborating with the private sector on ‘Project Tosaigh’, which aims to produce a further 5,000 homes. Additionally, the LDA is involved in large-scale, long-term strategic planning in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.
Role Purpose
This is an exciting opportunity to join the Cost Management Team and support the development of the LDA’s extensive pipeline of projects, one of the most significant in the state’s history.
The role involves being the primary cost management contact for the Asset Management team, supporting and collaborating with multiple business functions including Strategic Planning & Master Planning, Property, Construction, Land Acquisition, and Investment.
The ideal candidate will have strong commercial and technical experience in the residential sector within construction or operations, with project values ranging from €60m to over €1bn, and a drive to progress the development pipeline as the organization prepares to become the largest landlord in the state.
Key Responsibilities
* Support the Asset Management Team by providing expert advice on cost and developing cost systems linked with the overall business.
* Lead coordination of cost and value exercises throughout the lifecycle of building elements to inform design decisions.
* Establish and maintain lifecycle costing analyses and databases in collaboration with the Asset Management Team.
* Liaise with project delivery teams on specifications, providing lifecycle cost advice.
* Research innovative materials and products, analyzing their lifecycle costs and supply chain implications.
* Work with Asset Managers and technical teams to understand building specifications and systems.
* Assist in financial management of projects, including budgeting, procurement, cash flow forecasting, and maintenance/refurbishment budgets.
* Support Capital Allowances calculations.
* Maintain the LDA Insurance Reinstatement Valuation database, liaising with external consultants as needed.
* Attend meetings and site visits, and contribute to standard design and detail development.
Person Specification
* Minimum of 8 years’ experience as a PQS / Developer’s QS or in a similar senior role, with proven expertise in residential cost management and procurement.
* Knowledge of public procurement processes is advantageous.
* Self-motivated with ownership and responsibility for major projects.
* Strong teamwork and independent working skills, understanding of multidisciplinary environments.
* Excellent communication skills, both written and verbal.
* Degree or higher in Quantity Surveying, Chartered status (SCSI / RICS).
* Knowledge of BIM and proficiency in MS Office, especially Excel.
* Analytical, problem-solving, and interpersonal skills, with a willingness to learn and develop.
