A central government department responsible for developing safe, sustainable transport to support economic growth and social progress.
Recently underwent a major transformation programme, including:

New staffing and organisational structure
Creation of a centralised Digital Hub



Digital Hub – Core Functions

Data & Analytics: Collects and analyses data to support policy and decision-making.
Technology Operations: Manages infrastructure, networks, service desk, and IT equipment.
Project Delivery / PMO: Ensures high-quality delivery of critical IT projects.
Management Support: Handles governance, vendor management, budgeting, procurement, and training.
Digital Solutions: Works closely with internal divisions to design and implement digital solutions.
Enterprise Architecture: Defines a 5-year technology roadmap aligned with organisational and government goals.
Cyber Security: Implements a risk-based cyber strategy across the organisation.

Transformation Programme

Focused on improving:

IT governance and portfolio planning
Technology strategy and operating model
Alignment across all divisions


Goal: Enable effective innovation and strategic delivery of IT services.

Services Required

External resources will:

Support the Digital Hub in project delivery
Report to internal project leads
Collaborate with multiple IT and non-IT teams


Work will be delivered concurrently across multiple projects and teams.

Role Overview
The Business Analyst (Senior) will be responsible for analysing and documenting existing business processes with a view of streamlining and introducing efficiencies via structured change management and software enhancement. This role will require the BA to have knowledge in using MS Word, Excel, Outlook and Teams. The BA will work with both the Departments’ Project Management Office and the wider Department including the Digital Hub Unit. The role will involve working on various projects across the Department. The key activities are covered in this section below.

Assist in the information and requirements gathering process, reconciling conflicts, decomposing high-level information into detail, abstracting up from low-level information to a general understanding. Distinguishing user requests from underlying true business needs.
Draft, finalise and support the sign off on business requirements. Facilitate workshops to support the business requirements process.
Advising on potential improvements to business processes.
Supporting the business in development of use cases and business requirements documentation where new software solutions are to be developed.
Collaborating with developers and subject matter experts to establish the technical vision for the project.
Support change control and change management processes.
Advising on the appropriate application of software solutions to drive business processes efficiencies.
Highlighting issues and risks to the project manager and recommending mitigation strategies.
Support related SDLC activities such as Testing and Post Go Live Support.
Support of System Issue / Problem Analysis, Change requests including resolution and bug / fix support.
Excellent communication skills, be confident to explain complicated processes and concepts to non-experts.

Requirements
Mandatory Requirements (Pass / Fail): Candidates MUST meet ALL of the following:
Experience
It is a mandatory requirement, that the Resource proposed has the equivalent of at least seven (7) years IT experience as a Business Analyst. Experience levels less than this will not be accepted.
Availability
Must be available to start 1 st July 2026
Qualification:
Technical Degree to bachelor level 8 or other related third level qualification in business, information systems or a related discipline.
English Language Proficiency (MANDATORY):
CEFR C2 Proficiency/Mastery (or equivalent). If there is no certificate, fluency will be assessed at presentation stage.
The following non-exhaustive list of Key Responsibilities and Deliverables, are applicable to the current Role Sought.
The duties to be covered by the Business Systems Analyst role are:

Legislative Impact Assessments
Business benefits and operational impact
Detailed process mapping
Project Risks Assessment and mitigation
IT Assessment, which should include system requirements, planning schedule, planning budget and technology recommendations for the project.
Implications on other systems / areas.
Perform Business Systems Analyst duties as per the classic systems development life cycle including:

Gathers, analyses, and documents detailed business and technical requirements for IT projects, such as software development, system enhancements, or infrastructure upgrades.
Documents current and future-state workflows, identifying opportunities for process improvement, and recommending changes to optimise efficiency and effectiveness. (Use of Lean methodologies to drive process improvement an advantage)
Adhere to the DOT technical design and advance the technical standards during the project design phase.
Establishes the contribution that technology can make to business objectives, defining strategies, validating and justifying business needs.
Conducts feasibility studies, producing high-level and detailed business models.
Prepares detailed specifications and oversees development and implementation of solutions, taking into account the implications of change on the organisation and all stakeholders.
Liaises with management regarding the delivery of process and organisational change.
Develops training materials, and user documentation to support the adoption of new IT systems and processes.
Any other ad-hoc business support requirements as required.



The following Competencies/Skillsets are those considered most important for the proposed Resource to have experience in:

Experience in leading complex projects / programmes.
Responsible for leading a high performing team of professionals, including the ability to coordinate contributions of other specialists to complete a joint project.
Technically astute - software applications / integrations.
Understand different implementation methodologies, such as Waterfall, Agile, Sprint.
Excellent verbal and written communication skills.
Ability to work efficiently under tight deadlines across multiple projects - detail orientated.
Understanding of application programming interface (API), micro-services and interoperability solutions.
Experience supporting system integration and user acceptance testing (UAT) along with traceability to business requirements (RTM). Awareness of ICT industry trends and new approaches to ICT implementation (i.e. Cloud).
Knowledge of Information security systems and Data Protection.
Strong understanding of designing software for non-functional requirements (e.g. system performance, availability, scalability, etc).
Strong interpersonal and collaboration skills with the ability to engage with various stakeholders to define and get agreement on technical aspects of IT architecture.
