The role requires a proven leader with significant experience driving complex capital programmes. The role holder will take responsibility for managing delivery of the Infrastructure Portfolio for daa. This will include responsibility for defining, in collaboration with the business, best practice frameworks, guidelines and policies that determine our standard ways of working in delivery, facilitating integration, and safeguarding daas Infrastructure Portfolio. The role holder will lead a highly motivated senior team of Programme Directors and the wider delivery team, ensuring execution of day-to-day delivery tasks in a collaborative and performance-driven team environment. A key requirement of this role will be the ability to develop strong and trusting relationships with key internal and external stakeholders, gaining their support for all aspects of project delivery across the Portfolio. This is not an IT Role and unrelated to the IT Sector, candidates should have a background in Infrastructure and Engineering. Define and establish, in collaboration with the Director of Infrastructure, a strategy and structure for achieving objectives in line with daas current and future capacity requirements. Manage the activities of internal and external teams to ensure the successful delivery of all programmes, from inception through to completion, culminating with handover of assets in line with end user requirements. Exert strict oversight on schedule, cost, and quality, to ensure all projects are delivered safely and in accordance with approved targets. Monitor and drive the delivery of all programmes, setting the standards for reporting and challenging deviations from process or best practice. Constantly review and assess project / programme performance, to ensure alignment with the organisation's objectives and a focus on value at all times. Prepare monthly board papers for internal committees, briefing Senior Leadership on any key issues, progress and performance. In conjunction with the Head of Health, Safety and Environment (HSE), drive the HSE framework and standards across the Infrastructure Portfolio, ensuring HSE considerations are at the forefront of the delivery agenda. Keep up to date with changes in legislation and best practice to ensure all programmes are fully compliant. Manage delivery outputs using resources available to reach clearly defined targets, with a focus on financial performance, quality, client management and service. Provide direction to Programme Directors to ensure their programmes deliver the outcomes and benefits agreed with the wider business. Ensure the optimisation of programme delivery across the Infrastructure Portfolio, flexing resource as necessary to meet the evolving requirements of individual programmes. Implement daa people management processes and systems across the Delivery Function, ensuring compliance with daa policies and the parameters of Excellence in Role performance metrics. Qualifications: Degree qualified in a relevant field (e.g. engineering, construction, project management, surveying etc). Further post graduate qualifications of relevance may be advantageous. Experience 20 + years experience with at least 10 years in a management role and a track record of leading capital delivery programmes. Extensive knowledge and understanding of capital project and programme delivery, and how this supports and integrates within the context of a complex operational environment and capital investment plan. Strong and demonstrable leadership and management experience, including project management, procurement, contract management, financial management and change management. Experience in planning, governing and delivering, having managed multiple teams. A strong focus on setting objectives and priorities, whilst establishing clear roles and responsibilities for all direct reports. Tangible experience of documenting best practice infrastructure development and implementation frameworks, policies and standards. In-depth understanding of the design and delivery requirements of technically complex projects in the architectural /engineering/construction sectors. Experience of dealing with a range of stakeholders at all levels across the organisation, influencing the improvement of process to support successful project, programme and portfolio delivery. Skills The role holder will be a high calibre and influential individual who leads from the front and has the proven ability to manage and lead a large-scale, high value and complex portfolio of works. They will use their extensive skill set to drive delivery, embed best practice and work collaboratively with all stakeholders, both within and external to daa.
