HR Business Partner Medical Workforce Grade V Temporary Contract.
Full Time Hours.
Responsibilities Include: Operational Management and day to day operations of the Medical Workforce Non Consultant Hospital Doctors (NCHDs).
Work closely with the Medical Workforce Manager (Medical Manpower Manager) and Medical HR Team, lead NCHDs and representative to ensure operational and development issues are management effectively.
Assist the Medical Workforce Manager with specific responsibilities for a number of key functions in the Medical Workforce function.
Assist with the management of the NCHD Recruitment process, including identifying the number of vacancies, facilitating interviews, maintaining databases, compliance and payroll setup in accordance with HR Best Practice in relation to recruitment.
Manage Medical Rosters and the provision of locums as necessary.
Ensure the national databases are updated in real-time NDTP-DIME systems (National Doctors Training and Planning- Doctors Integrated Management E-system) for NCHDs and Consultants.
Monitor and manage compliance certificates for NCHDs on NER (National Employment Record).
Assist with information management within the department.
Ensure requests for information are responded to in a timely manner and reports are prepared and available for management meetings.
Provide appropriate advice in relation to the provisions of the NCHD contract.
Monthly monitoring of OWTA (Organisation of Working Time Act) compliance and follow up with NCHDs.
Respond to enquiries from NCHDs or as assigned and ensure they are resolved in a timely manner or to escalate issues when necessary.
Assist in the implementation of HSE and DOH (Department of Health) HR Circulars and process any associated changes.
Organise NCHD Induction on behalf of Medical HR and maintain a record of same.
Oversee the maintenance of personnel files for all current and pending Medical Staff.
Oversee the maintenance of the payroll/HR System for medical staff to include recording starters, leavers, increments, leave.
Monthly processing of payroll for Medical staff.
Oversee the process of applications for employment permits and renewals.
Work closely with the relevant/professional training bodies to ensure the delivery of high quality training, development and education of Medical Staff.
Ensure day to day administration of the Medical Workforce Function is running effectively.
Support for Medical Workforce Manager as needed.
Perform other key support duties for the Medical Workforce Manager as required.
Eligibility Criteria: A third level qualification in HR or a suitable alternative is desirable, working towards such a qualification is desirable.
Be familiar with employment law and relevant Hospital and HSE policies, circulars, etc.
Should be enthusiastic, have the ability to be a self-starter and willing to learn new skills.
Professional manner in all interactions and confident dealing with callers & visitors with high standards of customer service; maintain confidentiality at all times.
Strong organisation, time management and administration skills, with proven ability to work to set deadlines and ability to prioritise tasks.
Experienced in data entry and reporting a distinct advantage.
Excellent attention to detail.
Flexible, with a proven ability to work in a busy and changeable environment.
PC proficiency essential MS Office (Outlook, Word & Excel).
Responsible team player with excellent written and verbal communication skills.
Previous experience working in HR and a Hospital/Healthcare environment would be beneficial but is not essential.
General knowledge of the health service and how it works.
Good communication and interpersonal skills including the ability to present information in a clear and concise manner.
Strong written communication skills.
