The Role

Flood and Coastal Risk Officers Grade III will typically report to an Engineer Grade II (or other delegated officer at Grade II level) and may work with support staff such as Engineering or GIS Technicians. They may also be required to supervise operational staff in their assigned section.


Principal Duties and Responsibilities

The specific duties of each Flood and Coastal Risk Officer Grade III will largely be determined by the Section to which successful candidates are assigned. Principal duties and responsibilities across all Sections can include:

* Undertaking, or assisting in the management of, projects and technical assessments, studies or research in connection with the areas of activity of the Sections;
* Assisting in the work of a project team, and assist in managing the human, budgetary and other resources allocated to the work area, including monitoring work programmes, ensuring value for money, implementing management systems and procedures and reporting progress on a regular basis;
* Procuring and managing outsourced service providers for OPW requirements, including the preparation of briefs, assessment of tenders and monitoring and controlling the delivery of the service / commission, to ensure that maximum value and service is obtained from the arrangements;
* Engaging with internal and external stakeholders and building relationships to promote effective service delivery by the OPW, and representing the OPW on relevant committees / groups, when required;
* Managing and monitoring Health and Safety issues in compliance with relevant legislation;
* Assisting in maintaining and developing management and internal work systems;
* Advising on and promoting best practice in flood and coastal risk management and hydrometrics in Ireland.

Work environment

The work will primarily be office-based, with travelling envisaged for meetings, site visits and fieldwork in all areas of work. The OPW’s Blended Working Policy has been developed and implemented in accordance with the Civil Service Blended Working Policy. Flood and Coastal Risk Officers Grade III will typically be able to work in accordance with the OPW’s Blended Working Policy, subject to the business needs of the organisation.


Training and Development

The OPW is committed to ensuring that all staff members are given the support and assistance required to realise their full potential within the organisation. As part of its strategy to meet this objective, Flood Risk Management and Planning and Climate Adaptation Services provide opportunities for staff to develop professional skills and knowledge over a wide range of competencies. OPW staff have access to a wide range of Civil Service wide learning and development opportunities, to support and develop core civil service competencies.

In addition, the OPW is an Engineers Ireland CPD Accredited Employer. The CPD provided under the internal professional and technical training and development programme will be extended to non-engineering technical and scientific staff who are required to actively participate in the OPW CPD Programme including the objective of lifelong learning. There is a formal mentoring programme in place for all new professional and technical entrants. The programme is in addition to the existing PMDS and is integrated into the CPD programme.

Professional, technical, ICT and management training is provided to keep staff up to date on relevant developments.

Other learning opportunities available to established civil servants include support for academic studies.
