Vacancy Number: 27859Category: Contract ManagementJob Type: Full-timePosition DescriptionThe Regional Auditor is responsible for providing assurance & support to the Regional Delivery teams in relation to safety performance on site of contractors and their interface with staff. They will co-ordinate and manage the annual regional auditing plan to ensure that audits are completed in line with KPIs.These duties are defined in the Company Standard: Roles and Responsibilities for Managing CPG Framework Contractors (DOC EIF).They will have a particular focus for ensuring best practice management and support in relation to poling both LIVE and DEAD, ensuring poling standards & procedures are implemented & complied with. They will support both the supervisor & contractors to increase levels of LIVE poling and assist with assessments where required by CPG.They will also be responsible for completing and co-ordinating audits on other contractors completing work on behalf of the regional delivery teams including, trenching & ducting etc.Key ResponsibilitiesContractor Management Support:Ensure day to day safety oversight of contractors working for the regional delivery teams including:DEAD Poling, LIVE PolingTrenching and DuctingTraffic managementOut of Programme TimberEnsure Safe Systems of Work are being used by contractors and support embedding / compliance with contractor management proceduresProvide the Region with independent and objective measures of current compliance by contractors.Develop and maintain effective relationships with all managers & supervisors in the region, all contractors, the Competence and Assurance team and CPG.Support local managers to help them keep appropriate files and records with the view to effective safety, technical and performance reviews with contractors.Provide guidance and support on Technical & Safety issues for contractors and ESBN staff working with contractorsWork with local managers and supervisors to embed MV & LV LIVE poling as the norm in all areas and ensure that it is carried out in a safe and efficient manner.Audit Oversight & SupportManage, plan and co-ordinate the schedule of Regional Audits across all contractors and ensure completion.In particular, Monitor and report on Auditing of Framework contractors to ensure full audit coverage.Manage and support the Regional implementation and accreditation requirements for the ISO and any other external accreditation / certificationsSupport managers & supervisors to ensure safety audits are completed in line with KPIsCarry out safety audits and undertake Compliance Audits against procedures, restrictions etc. for internal or external resources as required.All audits along with findings and follow up actions to be logged in the relevant IT system e.g. SYNERGI LIFEEnsure there is ongoing management and review of SYNERGI LIFE incidents and audits for local teams and contractors.Ensure that audit action items are completed and closed out in a timely mannerInterface and liaise with CPG on audit findings and feed in planned CMP contractor meetings.National InputWork with National Safety Teams including Risk & Compliance, CPG, Competence and Assurance Teams, LIVE Working Manager etc. to identify and rectify any safety & technical gaps that may arise in contractor processes.From time to time, partake in the development / updating of Contractor on-site and management procedures.Advise the Region of greatest areas of safety risk and most likely areas of future contractor incidents.Other Safety Related DutiesSupport / complete incident investigations where required.Prepare Briefing material related to contractor audits for regional team Monthly MeetingsSupport Safety Initiatives as they arise e.g. Safe & Sound, Safety Days etcProvide expert Safety advice and support in all matters related to contractor management and proceduresDevelop and maintain knowledge to a standard on Health & Safety Legislation & best practice contractor management.Use appropriate IT systems to assist in the management of day-to-day activities.Reviewing the Audit & Assurance templates as requiredReporting non-compliance and breaches of safetyTake responsibility for own performance by agreeing, implementing and monitoring individual goals.Experience and QualificationsEssentialMinimum of 5 years relevant experienceFull clean driving licenceEither a 3rd level qualification or equivalent work experienceAbility to proactively engage and influence others and motivating safe behaviour.Identifying and dealing with issues in a proactive, open and transparent mannerIn depth technical knowledge of the Networks BusinessHigh level of Technical CompetenceDetailed knowledge of Network assets standards & procedures in particular of the MV & LV networkDesirableKnowledge of Audit processes, standards and accreditationTrained in coaching conversation and auditing.Experience in assessing performance trends and adapting programmes based on the trend.IT Skills in Word, Excel, PowerPoint, Synergi Life etcLocationFlexible within Central RegionESB is committed to smart working – combining digital tools with a culture of trust and empowerment to enable flexible ways of working.
