This role is responsible for the effective control of project expenditure, ensuring compliance with contractual reimbursement principles (e.g., schedules of rates, bills of quantities, and materials on/off-site payments), and the provision of accurate and timely cost advice to support informed decision-making.
Working closely with various Project Management teams, the Senior Cost Management lead is responsible for the preparation and review of cost estimates, the development and maintenance of the schedule of rates or bills of quantities and ensures that cost control processes are rigorously applied.
This role is accountable for the assessment of monthly payment applications, valuation of completed works and materials, and the preparation of final accounts, while continuously monitoring anticipated final costs to ensure alignment with budgetary objectives.
Responsibilities
Oversee cost management across asset management projects, ensuring alignment with objectives, contracts, and governance.
Develop and implement cost control strategies, processes, and reporting systems.
Prepare, monitor, and report budgets, forecasts, and cashflows; track variances and risks.
Manage and validate contractor submissions, valuations, claims, and final accounts.
Produce and review detailed Bills of Quantities; provide cost advice, benchmarking, and support to procurement.
Ensure compliance with standards, audits, and assurance requirements.
Act as primary cost management contact, providing clear and timely information to stakeholders for asset management
Lead the preparation of the annual capital budget and cashflow projections for Capital Delivery, ensuring alignment with programme priorities and funding availability.
Present and agree budget proposals and forecasts with the Senior Management Team (SMT DAP), incorporating input from project leads and cost consultants.
Foster collaboration with project teams, consultants, and contractors to achieve value for money.
Promote cost awareness, identify improvements, and stay updated on industry trends.
Qualifications
Experience
Minimum 7-10 years’ professional experience in a Capital Investment environment with a focus on quantity surveying or cost management functions within infrastructure projects/sector.
Skills
Excellent numerical and data analysis skills.
Clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications costings
Strong experience of supporting the delivery of technically complex and high value infrastructure projects from a costings and financial perspective.
Knowledge of cost management principles, methods, techniques and tools, including the standard methods of measurement
Knowledge of policy and procedure implementation.
Knowledge of project financial and cost management systems.
Strong commercial and financial awareness including monitoring and coordination and validation of construction budgets and estimates budget.
Excellent project management skills with the capability to provide the motivation to ensure that targets are met, and timelines achieved.
Ability to propose alternative and innovative solutions with a strong client service ethic.
Excellent interpersonal and communication and presentation skills.
Process driven with excellent attention to detail
Ability to work effectively in a team environment, motivating and supporting others.
Education & Qualifications
Bachelor’s degree in quantity surveying, Engineering or a similar relevant discipline.
Professional Memberships
Membership with a professional body (such as SCSI) is desirable, but not mandatory.
