The Office of Public Works (OPW) invites applications from eligible candidates for the position ofPark Constable - General Operative Band 3 (Dublin)for locations in the Dublin area.LocationsThe locations covered are (a) St. Stephen's Green* which will include Iveagh Gardens and the Irish National War Memorial Gardens; (b) St. Enda's Park, Rathfarnham and (c) National Botanic Gardens, Glasnevin. This competition is open to candidates who meet the eligibility criteria and will be used to fill any current vacancies and to establish any future sanctioned posts that may arise for the duration of any reserve panel. Offers of positions will be made to candidates on any pre existing panels that remain in place.Essential Eligibility Requirement (at the closing date)Candidates must have, on the closing date for receipt of applications the following minimum requirements:A full, clean and current driving licence, category B & W. *(1),(2)Note:** (1) If your Irish driving licence is restricted to driving cars with an automatic transmission only (denoted by the code 78 appearing on the licence), you are not eligible.(2)From 1 January 2021 if you are resident in Ireland and hold a UK/NI driving licence it is no longer valid to drive on here in Ireland. It is not legal for driving purposes and must therefore be exchanged. It is vital that you have a valid driving licence and that you are legally allowed to drive in Ireland by exchanging a UK/NI licence for an Irish driving licence. Further information available on: Desirable RequirementsHold a Current Safe Pass Card*;Note:* Where a current safe pass card is not available, it will be a requirement of this role that the successful candidate will successfully undergo training upon appointment.Excellent communication skills;Experience in areas of work required to be undertaken by a Park Constable – GO Band 3.Requirements and Principal Core Duties of a Park Constable - General Operative Band 3 (Dublin).The following list of duties and skills is not exhaustive but indicative of the role and requirements of the Constable. You will be expected to perform any duties assigned to you by your Supervisor/Manager, including by any person to whom authority has been delegated, which are considered appropriate to your position.Undertake Site Inspections and Security duties, to include opening and closing site, gate duty, grounds patrol duty and event security; monitoring visitor activity on site, ensure and report to supervisor/manager on the security and protection of the site and monument;Patrolling the park(s) grounds on foot and enforcing park(s) rules, for the principal purpose of protecting the resources and preventing offences; e.g. keeping dogs on leads, non- consumption of alcohol etc.;Opening and closing the park(s) gates, times vary throughout the year;Keeping records of accidents, incidents, complaints, observations and damage to OPW property, requirement to complete appropriate paperwork or diaries on a daily basis and Incident Report Forms etc.;Reporting to Park Management any damage or situation which may lead to members of the public injuring themselves;Communicating with visitors and other members of the public in order to increase their knowledge and understanding of the park/garden;Using communications technology, including computerised barrier/gate systems and ensuring supplies and equipment for such are maintained and changed when necessary;Operation, upkeep and appearance of the site (buildings, facilities and grounds) including duties arising from events on site, including general maintenance, cleaning, litter collection, assisting craft grades, event set ups and use of relevant equipment and vehicles;Be the visible public face of the park around the grounds for members of the public. Answer enquiries, assist them when necessary;Lock gate (times may vary ) and lock and alarm buildings, including those occupied by concessionaires or 3rd parties on site in accordance with local lock up procedures ;Lock up yard and sheds;Keep in contact with other staff. Carry walkie-talkie at all times;Maintain regular/repetitive contact with staff;Act as duty safety officer for the park (weekdays) and all day at weekends and bank holidays;In the case of emergency be contact point, inform Park/Garden management of serious occurrences and contact emergency services if necessary;Lock up the park/Gardens at closing time, inform visitors that the site is closing and endeavour, where possible, to make sure all vehicles parked in car parks have left;Cleaning of monuments, walk-ways and site area/buildings (including visitor centre/offices/canteen) as directed in accordance with requirements; window cleaning and gutter cleaning; cleaning of toilets, as and when required; open and close toilets as directed; keep supplies stocked up;To assist with keeping parks/gardens litter free. Work will involve hand-picking and automated litter collection, emptying bins, etc., Collecting and disposing of litter from both inside and outside the site, Recycling;Requirements and Secondary Duties of a Park Constable - General Operative Band 3 (Dublin).Undertaking landscape and general maintenance duties as required e.g. grass cutting, mowing lawns, strimming, weeding, weed-killing, scuffling/hoeing, sweeping, cutting hedges, removing graffiti and weeds from building facade, etc.;Operate light equipment to include: leaf blowers, knap sac sprayers, hedge trimmers and other light equipment to undertake general parks/garden maintenance;Drive site vehicles and other site machinery as required by management including ride on and pedestrian lawn mowers, tractors and associated machinery, small hydraulic excavators and dumpers, in addition to the visitors train .(appropriate training will be provided);To operate chainsaws and assist with arboriculture works; .(appropriate training will be provided);To operate an access platform on completion of successful training;Preparation and clearance of exhibitions;To assist craft grades such as Gardeners in undertaking varied works of horticulture and other works to support the mission of the Park/Gardens such as laying paths/kerbs, drainage works, mixing concrete/mortar, scaffolding as appropriate to training received, planting and painting, chemical application;To assist Gardeners with the implementation of floral and horticultural features in the Gardens/Park;Ensure cars are not parked improperly, direct cars and parking at evening events.
