Role Purpose
The role involves co‑designing, developing, implementing, and managing national initiatives delivered through external partners, ensuring alignment with strategic objectives and public policy. The post‑holder will work primarily through a network of enterprise‑led partnerships and industry consortia to deliver large‑scale workforce solutions. Success will depend on the ability to influence, support, and enable partner organisations to achieve national objectives effectively.
Key Responsibilities
* Lead a portfolio of strategic national workforce development programmes, establishing governance structures, delivery agreements, and performance frameworks with industry partners.
* Support partners through end‑to‑end programme delivery, ensuring compliance with operational standards, funding requirements, and quality frameworks.
* Monitor programme performance through defined KPIs and metrics, collaborating with evaluation teams to track impact and drive continuous improvement.
Partner Relationship & Collaboration
* Build and maintain strong, trust‑based relationships with delivery partners, acting as their primary point of contact.
* Co‑design innovative solutions to national workforce challenges with partners during programme development and implementation.
* Facilitate collaboration and knowledge sharing across partnerships to strengthen sectoral ecosystems and maximise collective impact.
Stakeholder Engagement & Communication
* Manage relationships with a diverse range of stakeholders, including employers, advisory groups, training providers, government departments, and partner agencies.
* Represent and communicate the strategic value and outcomes of portfolio programmes to external audiences.
* Collaborate with internal teams across finance, operations, communications, and policy to translate strategic objectives into practical delivery plans and ensure coordinated partner support.

Essential Qualifications & Experience
* Degree in business, learning and development, or a related field.
* Minimum of five years’ experience in project and/or relationship management within complex, multi‑stakeholder environments—ideally in learning and development, workforce planning, or partner management.
* Demonstrated commercial awareness and understanding of policy context.
* Proven ability to engage diverse stakeholders with professionalism and integrity.
* Experience leading programmes involving multiple teams and stakeholder groups.
* Strong financial management and budgeting experience.
* Strategic thinker with strong analytical and problem‑solving skills.
* Excellent communication and presentation skills, capable of engaging at all organisational levels.
* Sound understanding of learning principles, processes, technologies, and emerging trends.
* Proficiency in Microsoft Office and Office 365 (including Teams and SharePoint).
Desirable Qualifications & Experience
* Experience designing and implementing learning and development strategies and solutions.
* Familiarity with CRM systems (e.g. Microsoft Dynamics), data visualisation tools (e.g. Power BI), and project management platforms (e.g. Asana).
* Experience working within the public sector or on publicly funded programmes.
