Programme Reporting Manager Salary: €71,783 €92,011 Background This role manages TII's Project Reporting System (PRS) to provide accurate and timely reports and information in support of effective decision making and communication across the organisation. PRS is used to manage the Roads and Greenways budgets on an annual basis and to provide multiannual information on projects and programmes. It is a grant management system and provides the backup and information for drawdown of grants from the Department of Transport and payments to Local Authorities. The role is to manage this system, ensure accuracy of information, and provide support to internal and external stakeholders. Role and Responsibilities Managing the allocations, payments monitoring and reporting activities for all roads and greenways related exchequer grants within the Project Reporting System (PRS). Facilitate the use of PRS for the Regional and Local Roads section in the Department including the setting up and assignment of projects, payment process, drawdown and reporting. Managing and operating PRS and liaising with IT and providing direction for PRS enhancements/updates. Maintain the systems and controls required to meet the requirements for high quality financial reports in conjunction with PRS. Maintain PRS relevant website information to a high quality standard. Provision of PRS training to TII and local authority engineering and administrative employees. Work effectively with members of the finance function to deliver quality payment and reporting processes and high standards of internal control. Significant involvement with finance projects which require relevant input from the capital programme side. Contribute to the development of a strong control environment throughout TII with an emphasis on internal controls, risk management and cybersecurity awareness. Developing and maintaining productive relationships with relevant local authorities, National Roads Regional Offices, Local Authorities and the Department of Transport. Collaborating effectively with the Management Team, colleagues and all stakeholders to ensure optimum project delivery. Attendance at scheduled Finance meetings, other relevant meetings with Commercial and Finance teams as and when requested, and relevant training sessions to keep up to date on areas of common interest to Finance and Capital Programme. Attendance at Roads Capital Regional Management team meetings as required. Provide information for PQs and reports for the Department. Assist in the preparation of the Allocations booklet and prepare the outturn report for the Dail Library. Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. Education & Experience A minimum NFQ Level 7 qualification in administration, accountancy, business or a related discipline, or a qualification of equivalent relevance is required. Minimum 5 years' experience in a busy office environment, with a proven track record of delivering accurate, high-quality work to tight deadlines. Experience with the development and management of staff. Excellent IT skills and advanced knowledge of Excel is essential. Strong analytical and problem-solving skills, system analysis experience and attention to detail. Well developed and proven organisation, administration and interpersonal skills. Strong written communication skills. Strong knowledge of the culture and organisation of local authorities. Thorough understanding of capital budget management, including monitoring and reporting, and strong experience of using financial reporting systems.
