This position is based at our Luxembourg headquarters and requires regular office presence.

The EIB, the European Union's bank, in the framework of its GRAD programme, is seeking to recruit for its Secretariat General (SG), Shareholder Relations and Institutional Matters Department (SRIM), Governing Bodies' Secretariat Division (GBSEC), Mandate Governance Unit (MGU) at its headquarters in Luxembourg, a Graduate Corporate.
Internal benchmark: Graduate.
This is a full-time temporary position. The term of this contract will be 2 years.
Purpose
You will take an active part in the secretariat, governance and coordination activities of the Unit, including, inter alia, support the overall execution of corporate secretariat and governance processes of the Division's activities. The Graduate will also work on cross‑Division tasks and activities.
Operating Network
You will report to the Head of Unit and will work in close cooperation with the governing bodies’ members, the EIB and EIF services, Vice‑Presidents offices and with other officers and assistants within the Unit and across the Division. In addition, you will liaise with external stakeholders of relevant mandates (e.g. the European Commission and / or governing bodies members) and maintain a network of contacts.
Accountabilities

Administer and/or support the decision‑making process of specific governing bodies under management in the Unit, including preparation of governing bodies meetings (e.g. meetings organisation, agenda, documents, briefings’ preparation by respecting relevant deadlines), in close coordination with colleagues from other EIB and EIF Directorates and, where applicable, the external Secretariats located at the European Commission and other external stakeholders
Attend relevant governing bodies’ meetings to provide the necessary support to EIBG’s members and follow up on action points
Draft minutes of meetings, summaries and other internal updates, when this is required
Establish the relevant reporting to follow‑up the implementation of governing bodies’ decisions
Organise and regularly update document databases and ensure efficient electronic filing
Draft speaking notes, aide‑mémoire, correspondence and other documents as requested
Co‑ordinate with other EIB Group corporate secretariats to ensure that the mandates decisions are well embedded in the overall EIB Group governance, monitor work process and activities, timely preparation and decisions
Contribute to the drafting of policy papers, procedures and other horizontal activities of the Unit or the Division
Handle and process information and documents of a confidential nature

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in law, business administration, economics, finance, political science or related fields
A maximum 2 years of work experience (excluding internships of less than 9 months) since your most recent graduation
Sound understanding of the Bank’s mission, strategy, policies and organisation, and of its institutional and political context
Experience in working in a complex institution is a plus
Very good analytical skills and conceptual thinking; good and concise writing skills; strong and proven ability in drafting reports in English
Sense of tact, diplomacy, cultural sensitivity and ease with high level contact
Knowledge of the Bank’s standard office tools and the IT applications supporting Secretariat activities
Excellent knowledge of English and/or French (***), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre‑requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre‑requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
