Job Title: Global Health Advisor
Reports to: Senior Global Health Advisor
Terms: Two-year fixed term full-time contract w/possibility of extension
Job location: Dublin Office (at least 30% travel).
Salary/Pay Band: GB6 (€57,683 -€64,092)

The Strategy Advocacy and Learning Department (SAL) supports the whole organisation in developing and setting strategy and supporting implementation of the same, assuring programme impact, supporting advocacy and influencing and facilitating and driving organisational learning.
The Technical Assistance (TA) Unit provides direct assistance to Country Programmes and comprises over 30 advisors who support ongoing learning, programme quality and capacity development.
Role Purpose:
To provide high-quality technical leadership in line with Concern's Health & Nutrition Strategy *********, supporting country programmes to strengthen primary health care systems, deliver integrated health and nutrition programming, improve quality of care, and enhance preparedness and response to health and nutrition emergencies.
The role acts as a global resource person for multiple country programmes.
Responsibilities:
Delivering the Technical Strategy
Support delivery of annual workplans aligned with the Health & Nutrition Strategy *********, including PHC strengthening, quality improvement, behaviour change and gender-transformative approaches, and lead on specific activities/ initiatives as agreed with the Senior Health Adviser.
Ensure health programming reflects Concern's organisational priorities for health and nutrition and support teams to identify and resources the technical skills needed to deliver them.
Direct Technical Support to Country Programmes
Serve as focal point for a portfolio of countries, providing timely and responsive remote and in-country technical support across programme design, implementation and review.
Support integration of health, nutrition and WASH and promote equitable access, locally led programming and improved quality of PHC services (including SRH), and strengthened CHW/community systems.
Capacity Building & Support
Lead technical support and capacity building for focal countries and more broadly in agreed technical areas, including coaching, training, and joint supervision on PHC quality improvement, Concern Surge Approach integration and data use.
Promote locally led approaches and build strong collaboration with MoH and local partners.
Learning, Guidance & Knowledge Management
Document and share learning across countries, producing guidance, tools and learning products relevant to PHC, integrated health–nutrition and disease surveillance preparedness and response.
Contribute to evaluations, reviews and meta-evaluations related to the strategy.
Support the continuous development of Concern's work around climate and health linked to wash.
Proposal Development & Technical Review
Provide technical inputs to health components of proposals, concept notes and donor reports.
Ensure design and resources reflect strategy priorities and minimum criteria for higher-risk interventions.
Contribute to identification of strategic health funding opportunities.
Representation & External Engagement
Represent Concern in technical working groups, networks and coordination fora relevant to PHC (especially SRH), nutrition integration and emergency preparedness.
Build strategic relationships with technical agencies, research institutions and donors.
Organisational Responsibilities
Ensure Concern's values, safeguarding, accountability, equality and inclusion are embedded in all technical support.
Support emergency responses as required and contribute to cross-sectoral analyses and assessments.
Role Holder Requirements:
Essential:
Undergraduate degree/diploma in nursing, medicine or midwifery or post-graduate qualification in public health.
Minimum of 3 years' experience in health programming and technical advisory roles in or supporting fragile or conflict-affected contexts across a range of countries.
Strong understanding of PHC systems (including SRH), health and nutrition integration, quality improvement and health emergency preparedness.
Experience in health system strengthening and a good understanding of capacity building approaches.
Training and facilitation skills.
Experience of behaviour change approaches.
Demonstrated ability to influence and support teams remotely and in person, with excellent communication skills.
Strong analytical and project management skills.
Commitment to Concern's values, including safeguarding, equality and accountability.
Excellent interpersonal, communication, and writing skills in English.
Desirable:
Previous experience of supporting country programmes with the management of pharmacy and medical supplies.
French or other language spoken in Concern country programmes.
