Applications Development Group Manager (Senior Vice President - C14)

Digital Technology Organization

We are seeking a highly experienced, driven, and visionary Applications Development Group Manager (Senior Vice President - C14) to join our dynamic Services Digital Technology organization. This Technical leader level position is pivotal in leading and inspiring a high-performing team responsible for designing, developing, and maintaining cutting-edge desktop and mobile applications and platforms for Citi's institutional clients globally. The successful candidate will be instrumental in establishing and implementing innovative application systems and programs, and leading technology teams to drive excellence in systems analysis and programming activities, directly impacting how our institutional clients interact with Citi.

About the Services Division and the Digital Technology Organization
The Services division is a global leader providing award-winning transaction services to multinational corporations, financial institutions, and public sector organizations across the globe. This division combines the strengths of Treasury and Trade Solutions (TTS) and Securities Services, handling very high-volume daily transaction flows and providing essential services like cash management, payments, trade finance, and securities custody.
The Digital Technology Organization is the engineering and innovation engine that powers the Services division. Our mission is to design, build, and operate the mission-critical, high-availability digital platforms that our clients rely on every day. We are responsible for the entire technology stack, from client-facing web and mobile applications to the complex backend systems that process vast volumes of transactions securely and efficiently. In this role, you will be at the heart of enabling global commerce, leading the teams that build the digital future of institutional banking and ensure Citi remains the preeminent partner for our clients' transaction needs.

Key Responsibilities

Strategic Leadership & Management
Team Leadership & Mentorship: Lead, manage, and mentor multiple agile development teams (25+ engineers), guiding them towards achieving strategic goals and fostering a culture of continuous improvement, high performance, and innovation. This includes conducting comprehensive performance evaluations, overseeing strategic hiring processes, and addressing disciplinary actions as needed.

Strategic Planning & Resource Management:Provide decisive strategic direction, exercising robust control over resources, managing substantial budgets, and

overseeing complex planning cycles, while diligently monitoring outcomes to ensure alignment with overall organizational objectives and return on investment.

Cross-Functional Collaboration & Influence: Foster strong, collaborative working relationships with diverse stakeholders across technology, business, operations, and product teams, ensuring seamless alignment and agreement on complex project initiatives. Lead and guide teams through ambiguous situations, providing clear direction on design, architecture, and program-level decisions. Influence and negotiate effectively with senior leaders across different functions, and communicate with external partners and vendors as required.

Judgment & Analysis: Exercise sound judgment grounded in thorough analysis of complex, unique, and dynamic situations, drawing insightful conclusions from both internal data and external market trends.

Technical Excellence & Innovation
Expert-Level Technical Leadership: Provide expert-level technical guidance and hands-on oversight in designing, developing, and maintaining high-performance, interactive web applications using modern front-end technologies such as Angular, TypeScript, HTML, and CSS.

Backend & Distributed Systems Mastery: Demonstrate expert-level knowledge and practical experience with robust backend technologies including Java, Spring Framework (Spring Boot, Spring Cloud), Kafka, MongoDB, distributed databases, and messaging systems, ensuring solutions are scalable, resilient, and performant.

Microservices Architecture: Possess a deep understanding and hands-on experience with Microservices Architecture and its best practices, driving the adoption of loosely coupled, independently deployable services.

System Design & Development Oversight: Oversee the comprehensive design and end-to-end development of complex enterprise systems leveraging Angular, TypeScript, Spring, Spring Boot, Spring Cloud, Kafka, MongoDB, and other comparable distributed messaging and NoSQL document databases.

CI/CD & DevOps Champion: Drive the adoption and continuous improvement of advanced Continuous Integration and Continuous Delivery (CI/CD) pipelines, utilizing industry-leading tools like Tekton, Harness, and Jenkins, across both on-premise and public cloud environments. Champion developer best practices, automation, and a strong DevOps culture within the organization.

Containerization & Orchestration: Exhibit strong familiarity and practical experience with DevOps practices and containerization technologies such as Docker and Kubernetes orchestration to ensure efficient deployment and scaling.

Technical Problem Solving: Leverage in-depth knowledge of application development concepts and procedures, combined with a broader understanding of related technical domains, to effectively diagnose and resolve complex technical issues and architectural challenges across multiple systems.

Technology Integration & Modernization: Seamlessly integrate deep application development knowledge with the overall technology function to achieve strategic goals. Possess the critical ability to understand existing legacy systems and software, and strategically plan and execute their modernization using modern technology stacks and architectural patterns.

Governance, Risk & Compliance
Standards & Procedures:Ensure rigorous adherence to essential development procedures and actively contribute to the definition, establishment, and continuous improvement of technical standards, security guidelines, and architectural patterns.

Risk Management & Compliance:Demonstrate a strong understanding of risk management principles, always considering the firm's reputation and safeguarding Citigroup, its clients, and assets. Ensure strict compliance with applicable laws, rules, regulations, and internal policies (e.g., data privacy, cybersecurity).Exercise sound ethical judgment and escalate, manage, and report control issues with transparency. Supervise the activities of team members and hold them accountable for maintaining these high standards.

Qualifications

Minimum Requirements
Bachelor's or master's degree in computer science, Engineering, Information Technology, or a related quantitative field.

Experience in application development, with a role as a senior leadership or management role overseeing multiple technical teams (e.g., 25+ engineers).

Proven track record of successfully leading large-scale software development projects and managing complex application portfolios within a large enterprise, preferably within the financial services industry.

Demonstrated expert-level proficiency and hands-on experience in the specified technologies: Angular, TypeScript, HTML, CSS, Java, Spring Framework (Spring Boot, Spring Cloud), Kafka, MongoDB, and modern CI/CD tools (e.g., Tekton, Harness, Jenkins), Docker, and Kubernetes.

Strong understanding of agile methodologies (Scrum, Kanban) and practical experience in implementing and scaling them across multiple teams.

Exceptional leadership, communication, interpersonal, and negotiation skills, with the ability to influence at all levels of the organization.

Demonstrated ability to thrive in a fast-paced, complex, and evolving technological and business environment.

Preferred Qualifications
Experience in leading cultural transformations towards DevOps and SRE practices.

A strong understanding of financial markets, products, and regulatory environments.
