Introduction
THIS IS A NEW ASSEMBLED EXAMINATION.
The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.
REQUIRED: At the time of application, applicants must provide documentation in the form of a California driving record showing one of the following with no moving violations for the past eighteen (18) months:
A valid State of California Class "A" Commercial Driver's Permit
The current status of a State of California Class "A" Commercial Driver's License with all required endorsements (except Hazardous Materials)
MUST BE ATTACHED: Official DMV driver license history report showing a clean driving record for the last eighteen months.
All attachments must be submitted under the RESUME tab which can only accept one (1) file.
Applicants cannot make modifications to their applications once they have been submitted.
Failure to submit the Application or DMV history report showing Class A Commercial Driver's Permit or License with endorsements will result in disqualification.
Applications must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing.

DESCRIPTION
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.
Public services provided by the Alameda County Public Works Agency include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.
The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, minimize negative environmental impacts, and sustain and advance County and Agency programs through a vital business and administrative support system.

Under the general direction of the Public Works Fleet Supervisor, Heavy Equipment Mechanics inspect, service, maintain and repair passenger vehicles, gasoline and diesel-powered heavy equipment, trucks, and buses; and perform related work as required.
This is the journey-level class in the Heavy Equipment Mechanics series.
It differs from the Lead Heavy Equipment Mechanic classification which includes responsibility for assigning and reviewing work.
It also differs from the Heavy Equipment Mechanic Helper class which normally works under close supervision; Heavy Equipment Mechanics work independently and under general supervision.

MINIMUM QUALIFICATIONS
TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-II).
Education:
Graduation from high school or possession of an acceptable equivalency certificate, such as the General Educational Development Certificate (State of California).
I.
Equivalent of two years of full-time experience in the class of Heavy Equipment Mechanic Helper in the Alameda County classified service.
II.
Education and Training (one of the following):
Completion of a recognized apprenticeship in the Heavy Equipment/Truck repair trade, including at least 8,000 hours of classroom and on-the-job training; a certificate of completion is required.
Possession of an Associate of Arts Degree in Automotive, Diesel or Industrial Technology.
Experience:
Equivalent of three years of full-time, paid, journey-level experience in the repair of heavy construction, farm or similar equipment.
An additional two years of journey-level experience may substitute for the education requirement.
Welding and metal fabrication experience is highly desirable.
Licenses and Certifications:
Valid State of California Class "A" Commercial Driver's permit with no moving violations for the past eighteen (18) months.
Acquisition and maintenance of a valid State of California Class "A" Commercial Driver's license with all endorsements (except Hazardous Materials) within 120 days of employment.
Evidence from DMV showing either the State of California Class "A" Commercial Driver's permit or the current status of the license at application time.
OSHA-recognized Forklift Operator Certificate within 180 days of employment.
National Institute of Automotive Service Excellence (ASE) Certification is highly desirable, but not required.
Special Requirement:
Positions in the class of Heavy Equipment Mechanic are subject to post-offer/pre-placement/pre-duty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing.
Possession of a set of common automotive hand tools typically used in maintenance and repair of automotive and heavy equipment is required.
Incumbents must provide their own tool storage in the form of a lockable "roll-around" tool cabinet.
Working Conditions:
24-hour call out and active participation required.
Primarily indoors in a shop environment; occasional outdoor work in all weather conditions.
Exposure to machinery, traffic hazards, fumes, dust, grease, allergens, chemical irritants, toxic or caustic substances, high temperatures, hot surfaces, electrical hazards, unpleasant odors, and high noise levels.
Work may require uneven surfaces, ladders, heights; long periods of standing, walking, bending, stooping, squatting, lifting heavy objects, and overhead work.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
KNOWLEDGE AND SKILLS
The most suitably qualified candidates will possess the following competencies:
Knowledge of methods, tools, equipment and materials commonly used in maintenance and repair of heavy equipment, trucks and passenger vehicles.
Knowledge of safety and environmental practices and procedures used and observed in a heavy equipment repair facility.
Knowledge of hydraulic and compressed air brakes and controls, diesel and gasoline engines, transmissions, differentials, clutch assemblies, steering and suspension systems, ignition and electrical systems, hydraulic systems, fuel and cooling systems, air conditioning systems, and other modern vehicle components.
Knowledge of welding and metal fabrication methods and equipment.
Knowledge of automotive and heavy equipment nomenclature.
Ability to:
Mentor and train Heavy Equipment Mechanic Helpers.
Use hand tools listed in the "Special Requirements" section as well as common power tools and specialty tools.
Operate shop equipment and machine tools such as pedestal grinders, power hacksaws, drill presses, brake lathes, battery and charging system testers, emission analyzers, welding equipment, and other common automotive shop equipment.
Utilize personal computer (PC) systems.
Use diagnostic tools to accurately diagnose mechanical, electrical and electronic failures in vehicles and equipment.
Maintain computerized and paper records with concise written descriptions of work performed.
Read and interpret service manuals and other technical information.
Work effectively with others.
Lift and carry weights of up to 45 pounds.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Communicate with others and follow verbal and written directions.
Make sound decisions.
EXAMINATION COMPONENTS
The examination will consist of the following steps:
Review of applicants' application and DMV records to verify possession of minimum requirements.
Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
Performance component weighted at 100% of the final examination score.
Candidates must attain a qualifying rating on each portion of the recruitment.
