Our client is seeking an experienced Programme Manager to lead the implementation of E21 (OFSI) regulatory guidelines, ensuring full compliance across their entire business. This role requires a senior operator who can bridge regulatory interpretation, technology delivery, and cross multiple stakeholder groups.Key ResponsibilitiesLead the E21 regulatory change programme end-to-end, ensuring compliant, timely delivery across all jurisdictions.Translate the E21 guidelines into clear business, data and technology requirements.Coordinate technology, data, and process workstreams to ensure aligned delivery.Establish, manage, and report through appropriate governance forums, ensuring senior stakeholders have clear visibility of status, risks, dependencies, and mitigations.Partner with data teams to ensure regulatory data requirements (traceability, lineage, retention, access, governance) meet E21 guidelines.Drive alignment across markets, identifying variances and ensuring consistent implementation while respecting local regulatory nuance.Prepare executive-level materials: status reports, board packs, risk assessments, regulatory updates.Manage vendor or technology partner engagement where required.Ensure the programme is audit-ready, with clear documentation, decisions, and approvals.Required ExperienceProven track record delivering regulatory change programmes, ideally in financial services or insurance.Strong understanding of similar regulatory frameworks (e.g., Operational Resilience, DORA).Strong understanding of supplier risk management and third-party contract managementDeep experience translating regulatory obligations into technology and data change.Experience in in Business Continuity Management/ITDRBackground in technology delivery, data governance (must be able to challenge and shape technical design).Demonstrated experience managing senior stakeholders up to C-suite level across multiple geographies.Ability to manage complex cross-functional programmes with multiple dependencies.Excellent communication and influencing skills; can navigate ambiguity and competing priorities.Experience building and running programme governance and control structures.
