The Role:
The Portfolio team supports the effective management of the delivery of the Infrastructure Delivery Directorate (IDD) investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.
Main Duties and Responsibilities:
* Supporting the ongoing optimisation of a portfolio delivery plan to ensure delivery of the strategic investment projects within the Infrastructure Delivery portfolio.
* Update the repositories to produce management information on the portfolio to enable proactive and strategic decision making.
* Deliver reporting that support the measurement of the progress of delivery of the portfolio against agreed baseline plans.
* Support the capital portfolio validation of all capital projects with respect to business strategy, investment and capital plans and regulatory commitments linking with key teams across Asset Investments, Finance and Asset Planning.
* Assist in the monitoring and managing contractor performance across Infrastructure Delivery.
* Produce reporting outputs to support the ongoing review and analysis of contractor performance across Infrastructure Delivery.
* Assist in the production of performance reporting and assure reliability across the delivery portfolio.
* Produce regular status reports on capital programmes across Infrastructure Delivery, identifying progress against plans and earned value per the governance requirements.
* Assist in the review of processes and controls to facilitate and optimise capital project execution relative to scope, schedule, budget to deliver of the required outcomes.
* Support the portfolio change control and governance strategy ensuring key updates are flagged in a timely manner to Asset Management.
* Report on the levels of governance and controls implemented within the delivery portfolio, to ensure compliance of Infrastructure Delivery and required governance procedures.
* Assist in the collation of the submission and policies of investment and contract approval submissions through Uisce Éireann, the Uisce Éireann Board, New Era and Ministerial approval.
* Support the risk process including risk assessments, workshops, monthly and quarterly review cycles, monitoring of mitigation measures and provision of risk information to enable strategic decisions.
* Support the implementation of the Enterprise Risk Framework methodology across ID and help deliver a risk management and compliance culture in ID including risk analysis and regulatory and risk reporting.
* Support the development and implementation of ERM SOPs, guidance and process documents along with training/workshops and support risk systems/processes while supporting all other areas of ID in risk management.
* Support in the strategic planning, optimisation and co-ordination of the portfolio including approvals and governance.
* Adopt a flexible approach to change, innovation and continuous improvement in the team challenging current processes to enable improved efficiency and performance.
* Support in ensuring the accuracy, consistency, reliability of the data in reports issued by the Performance Management Team.
* Assist in ensuring adequate data management, integrity, assurance and audit processes are in line with best practice while supporting the delivery of a suite of reports that is flexible and will facilitate effective project performance, management and analysis.
General Duties and Responsibilities:
* Collaboration with key internal stakeholders across the UÉ business, including Asset Management & Sustainability, Strategy & Regulations – Enterprise Risk Management, CFO.
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.
Knowledge, Skills and Experience:
* Experience in the use of Excel, Power BI, Power Query etc. for assessment of data to assist reporting is desirable.
* Relevant third level qualification and or accreditation is desirable.
* A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience.
* Experience managing a team, with strong people, change management and conflict resolution skills.
* Ability to develop and maintain effective partnerships with key stakeholders internally and externally.
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.
* Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
* Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
* Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
