The Role:
The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.
The Operational Leakage function monitor the performance of the network in relation to water conservation, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities. This will include the performance of the asset base, optimising production and managing network integrity during interventions.
The Operational Leakage team play a key part in ensuring the operation of UÉ's asset base and the quality of the data that is utilised by the Asset Operations, Asset Planning, IDD, telemetry and NOMC teams.
The Leakage Operations Technical Analyst reports to the Water Conservation Lead and has the remit over an area and is responsible for ensuring the DMA data availability and DMA operability for their area is at the required level. Also, the role will be responsible for ensuring, in so far as is possible, the data systems are functioning or plans are developed to resolve the quality of data feeding the leakage management system is to Uisce Eireann Standards
Main Duties and Responsibilities:
* Responsible for data quality and data capture for Uisce Eireann Leakage systems such as GIS, LMS & Maximo to support effective leakage activities.
* Reporting on existing or replacement assets to highlight capital maintenance and calibration requirements using the technology systems provided such local telemetry/SCADA and Leakage management system i.e Netbase
* Responsible for all data investigations to support improving DMA availability & operability in the Leakage Management System in collaboration with the LMS Data Team. These investigations include DMA boundary checks, customer consumption checks, Pressure Zone testing, signal issues etc.
* Support for setting and reviewing critical alarms, control profiles/settings and any adjustments as outlined by Water Conservation Lead in consultation with Asset Planning.
* Triage data issues and consult with Operational Technology (ODS/ICA) teams and System Integrators to ensure operability of loggers, meters, Pressure Reduction Valves (PRV's) and signal availability. Prioritisation of work to support targeting areas suspect with high levels of leakage.
* Responsible for assisting and supporting ICA, Operational Technology and Maintenance teams when working on network equipment to ensure signal and data integrity for the DMA and Trunk mains into Leakage Management System (LMS) and Telemetry.
* Support the maintenance of DMAs including consultation during DMA meter installation to ensure correct configuration and commissioning.
* Responsible for the installation and commissioning of new non-complex network management equipment (meters, pressure & flow logging and acoustic equipment) across the asset base as required.
* Responsible for the maintenance, repair and calibration of non-complex equipment (data loggers, acoustic loggers, flow meters etc,) used in network management, including preparing maintenance plans and supporting contractors where necessary to access and undertake maintenance works
* Responsible for supporting the implementation of process optimisation improvements relating to the management of the trunk and distribution network as necessary. E.g ensuring alarms are set appropriately.
* Ensure that the personal safety of self and others, including undertaking risk assessments and the subsequent selection of appropriate equipment and safe working practices. Support the Water Conservation in preparing risk assessments, particularly in relation to ICA work
* Responsible for undertaking administrative tasks, including the completion of, work orders, H&S records, risk-based maintenance management and inventory management using Uisce Eireann systems
* Support the Water Conservation in lead in preparing reports, including assisting in improvement in reporting initiatives associated with water conservation
* Participate and lead pilot projects in water conservation improvement initiatives including providing reports on outcomes and benefits. Present on initiatives to colleagues to enable roll positive initiatives across the business
* Participate and complete required technical and H&S training as required
* Dealing with members of the public, contractors and other agencies in a courteous, prompt and efficient manner and to keeping the supervisor fully informed of such dealings
* Assist in developing procurement plans and support Supply Chain for procurement of goods and services to support Water Conservation
* Responsible for raising work requests for resolution, if follow on work is required.
* Participate in out of hours and standby working as required
* Ensure public monies are utilised in accordance with the agreed governance policies and process and that all results are accountable
* Ensure all information is accurately recorded and timeously reported for audit purposes using Uisce Eireann systems
* Ensure all health and safety procedures are adhered to including risk assessments, etc
* Conduct daily vehicle checks if necessary
General Duties and Responsibilities:
* Collaboration with key internal stakeholders across the UÉ business
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.
Knowledge, Skills and Experience:
* Relevant FETAC level 6 qualification and or accreditation is desirable and or relevant experience
* Min 3 years experience relevant experience required. Experience in a similar role in the water, utilities or similar industries would be an advantage

* Strong Computer skills with a proficient working knowledge of MS Word, Excel, PowerPoint and Outlook

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
