Purpose of the Post
The Team Leader, in conjunction with the Service Manager, will oversee all aspects of effective service delivery in the provision of support within emergency environments, ensuring a safe and secure environment for all families. Responsibilities include assessing and supporting families in accessing housing, education, childcare, and health supports to facilitate their exit from homelessness. The service collaborates with Westmeath County Council’s Homeless Section and considers referrals from all Midlands Region local authorities.
Key Responsibilities
1. Leadership and Management: Provide leadership to develop and sustain a service that supports staff to assist families in resolving their problems and improving their quality of life. Manage project workers and shift attendants, ensuring effective care and case management based on national frameworks.
2. Service Delivery: Support on and ensure compliance with service agreements, manage day-to-day operations, optimise occupancy, and oversee exit procedures. Maintain safety standards and manage financial aspects of the service.
3. People Management: Oversee staff management, recruitment, training, supervision, and team development. Ensure effective communication and a positive working environment.
4. Policy and Strategy: Contribute to policy development, monitor service performance, and ensure compliance with legal and contractual obligations.
5. Community and Stakeholder Engagement: Build and maintain relationships with stakeholders, including TUSLA, HSE, and Gardaí, to ensure safety and service quality.
Minimum Qualifications and Experience
* Bachelor’s degree (Ord) or (Hons) in Social Care Practice (Level 7 or 8 QQI) or an equivalent qualification.
* Minimum of 2 years managerial experience in a similar environment.
* Experience in managing complex services, stakeholder collaboration, and team leadership.
Skills and Competencies
* Knowledge of homelessness, mental health, substance misuse, and vulnerable populations.
* Strong report writing, project planning, and organizational skills.
* Excellent interpersonal, communication, and negotiation skills.
* Ability to make evidence-based decisions and manage operational challenges.
* Leadership qualities to inspire and develop teams.
