Role SummaryReporting to the Corporate Procurement Manager, the Senior Procurement Specialist will be responsible for procuring goods and services to meet procurement objectives. The Senior Procurement Specialist will collaborate with internal stakeholders and subject matter experts to develop solutions to meet stakeholder's requirements in line with procurement requirements and processes, and deliver value based commercial outcomes.Principal AccountabilitiesManage procurement competitions from initial scoping through to contract award in accordance with the procurement policy and procedures.Draft and complete tender and contract documentation to the highest standards, including e- tender/OJEU notices.Collaborate with internal business units and subject matter experts to define procurement requirements and advise on procurement methodologies and risks.Implement procurement practices to deliver value for money and reduce risk.Identify and implement buying strategies through market knowledge and engagement.Identify opportunities to implement sustainable procurement requirements to deliver the goal of being a Net Zero organisation.Assist in the development of internal procurement policies and procedures.ExperienceA minimum of 3 years' experience as a procurement specialist/buyer, preferably at a senior level.Proven track record in procuring supplies and services across a range of categories, e.g. professional advisor services (legal, financial & insurance), ICT supplies & services, facilities management services, particularly in a public sector procurement environment.Proven experience of contract negotiation and contract execution.A degree or equivalent in a relevant discipline.Skills:Excellent knowledge of relevant national and EU procurement legislationStrong understanding of the technical and commercial aspects of procurement, particularly in relation to the procurement of ICT Systems and Financial Services
