Director of Health, Safety & Environmental (HSE Director)

The company is now placing a major strategic emphasis on self-building residential projects, with in-house construction becoming a core pillar of future growth.
This shift further strengthens control over quality, safety, programme, and cost, making this HSE Director role central to the success of Evara's development pipeline.
The HSE Director will be responsible for establishing, leading, and embedding a best-in-class, company-wide HSE function across all residential development activities.
This includes building and managing an integrated HSE team, developing and implementing corporate policies, procedures, and SOPs, and ensuring full compliance with statutory and regulatory requirements.
This is a senior leadership position with both strategic and operational responsibilities.
The HSE Director will report operationally to the Construction Director (Self-Build) to develop and implement corporate policies, procedures and SOPs and ensure alignment and effective coordination across all construction activities.
Ultimately the HSE Director will be accountable to the Head of Construction, who oversees the overarching development, governance, and strategic direction of the HSE function across the organisation.
Key Responsibilities:
Strategic Leadership and Governance
Develop and implement the company's HSE strategy aligned with corporate and construction objectives.
Establish governance frameworks, reporting structures, and performance metrics for HSE across all projects and business units.
Advise on HSE risks, performance, and improvement initiatives.
H&S Team Development and Management
Build, structure, and lead a national HSE team (regional H&S managers, advisors, coordinators).
Define roles, responsibilities, and competency requirements for the HSE function.
Recruit, mentor, and develop HSE personnel, ensuring succession planning and capability building.
Policies, Procedures, and SOP Implementation
Develop, implement, and maintain company-wide HSE policies, procedures, and SOPs for all construction activities.
Standardise risk assessments, method statements (RAMS), inspection regimes, and permit-to-work systems.
Ensure integration of HSE procedures into construction methodologies, procurement, and subcontractor management.
Define HSE prequalification, onboarding, and performance requirements for contractors and suppliers.
Ensure subcontractor compliance with company standards, RAMS, training, and competency requirements.
Drive a consistent safety culture across the supply chain.
Incident management and continuous improvement
Regulatory Compliance and Legal Obligations
Ensure full compliance with Irish HSE legislation, including Safety, Health and Welfare at Work Acts and Construction Regulations.
Oversee statutory appointments (PSCS/PSDP support), notifications, and regulatory engagement with the Health and Safety Authority (HSA).
Manage external audits, inspections, and enforcement actions.
Reporting and Performance Management
Develop dashboards and reporting for monthly Construction Reports as well as quarterly Board meetings and Executive leadership meetings where required.
Monitor trends, benchmark performance, and drive improvement targets.
Establishment of a fully resourced and structured HSE function.
HSE Team to operate on all live projects within the portfolio
Company-wide HSE policy, procedures, and SOP framework.
Standardised RAMS, inspection, and audit systems.
Integrated contractor HSE management and prequalification system.
HSE KPI framework and reporting dashboards.
Measurable improvement in incident rates, audit outcomes, and safety culture indicators.
Requirements
Minimum 15+ years-experience in construction HSE, with at least 5 years in a senior leadership role.
Proven experience in large-scale residential, infrastructure, or major construction programmes.
Demonstrated experience building and leading HSE teams and frameworks in complex organisations.
Experience working with large subcontractor supply chains and multi-site delivery models.
Track record of implementing HSE systems and improving safety performance at scale.
Qualifications.
Minimum Professional Qualifications:
Degree or postgraduate qualification in Occupational Health & Safety, Engineering, Construction Management, or related discipline.
Chartered Membership of IOSH (CMIOSH) or working towards chartered status.
NEBOSH Diploma (or equivalent Level 6/7 OHS qualification recognised in Ireland).
Desirable Additional Qualifications:
MSc in Occupational Safety and Health or Risk Management.
Membership of Engineers Ireland or equivalent professional body (if engineering background).
