DesignationsPCF-11 (Head of Finance Function), PCF-42 (Chief Operating Officer)Purpose of the RoleThe Financial and Operations Controller for EMEA will oversee financial controllership, regulatory and prudential reporting, safeguarding compliance, and operational resilience across the region, including the Irish entity (OFXIE) and other EMEA entities. You will ensure that the business maintains sound financial and operational control frameworks in line with the Central Bank of Ireland's requirements and relevant EU directives such as PSD2/EMD2.Reporting to the Assistant Group Financial Controller and Chief Executive Officer (OFXIE), this role ensures accurate, timely, and compliant financial reporting aligned with Group policies and local regulatory requirements, maintains strong internal controls, supports statutory and tax compliance, and contributes to regional and global finance operations, including integration of OFX's new client platform (NCP).This dual role encompasses both:The finance function (reporting, direct and indirect tax, accounting, capital adequacy, liquidity, safeguarding reconciliation oversight) and;The operations function (payments operations, safeguarding operations, and business continuity).You will act as a key member of the regional Senior Management Team, providing strategic leadership on all financial and operational matters, supporting the OFXIE Board and other governance committees in maintaining the ongoing financial and operational soundness of the entities.Key ResponsibilitiesFinancial Management & Regulatory Reporting (PCF-11)Act as the Head of Finance Function for OFXIE (PCF-11) responsible for the monthly close process for EMEA entities, including revenue recognition, provision of financial reporting and integrity of the financial reporting framework of the regulated entity.Ensure timely and accurate submission of all prudential, statistical, and regulatory returns to the Central Bank of Ireland, including capital adequacy, liquidity, safeguarding reconciliations, and other required reports.Oversee preparation of monthly management accounts, annual financial statements, and Board financial packs for the EMEA entities.Monitor and report on capital adequacy, liquidity, and safeguarding positions for the region, ensuring compliance with CBI requirements and internal policies.Maintain effective systems of internal financial control, accounting policies, and procedures in accordance with IFRS and Group standards.Liaise with the CBI, internal stakeholders, external auditors, and tax authorities on financial and regulatory matters.Lead the annual statutory audit process for the EMEA entities and ensure effective resolution of audit findings.Provide financial input into strategic planning and risk management processes.Collaborate closely with the Assistant Group Financial Controller, Group Financial Controller and Global Finance teams on group-wide finance projects, including NCP, policy implementation, and system upgrades.Oversee compliance with corporate tax, VAT, and other indirect tax obligations in the UK, Ireland, and EMEA countries.Safeguarding & Client Fund Oversight (Joint PCF-11 / PCF-42)Ensure effective safeguarding of customer funds in line with CBI requirements under PSD2 and the E-Money Regulations. Oversee daily safeguarding reconciliations, segregation of client funds, and maintenance of safeguarding accounts with approved credit institutions.Ensure independent audit and assurance reviews of safeguarding controls.Escalate safeguarding issues to the OFXIE CEO, Board, and CBI as required.Operational Oversight & Resilience (PCF-42)Act as the Chief Operating Officer for OFXIE (PCF-42) with responsibility for day-to-day operations of the e-money business.Oversee all payment processing, treasury operations, and settlement functions for the Irish entity, ensuring operational accuracy, timeliness, and control.Maintain and regularly test the OFXIE's Business Continuity and Operational Resilience frameworks.Oversee the implementation of the CBI Cross-Industry Guidance on Outsourcing, including vendor due diligence, contractual standards, and monitoring.Develop and maintain policies and procedures to ensure operational efficiency, security, and compliance.Coordinate system integrations (e.g. New Client Platform), ensuring robust controls and appropriate segregation of duties.Lead operational risk management for the finance and operations functions in EMEA, including risk identification, mitigation, and reporting.Governance, Leadership & Board SupportServe as a key member of the OFXIE Senior Management Team, contributing to overall strategy and governance.Provide regular reports to the OFXIE Board and other governance committees as required, on financial performance, capital and liquidity positions, and operational resilience.Maintain compliance with CBI Fitness & Probity Standards, ensuring ongoing suitability and probity for PCF roles.Develop and mentor high-performing finance and operations teams within the Dublin office (currently 2 FTE) and wider EMEA team over time.Promote a culture of integrity, accountability, and continuous improvement across the organisation.Key RelationshipsChief Executive Officer (OFXIE)Board and other governance committees (OFXIE)Risk & Compliance FunctionCentral Bank of Ireland (Financial Regulation and Payments Supervision Divisions)External auditors and tax advisors for the EMEA entitiesGroup Finance, Treasury, and Payment Operations teams
Qualifications
Knowledge, skills, experience Qualified Accountant (ACA, ACCA, CIMA, CPA, or equivalent).Minimum 10 years' post-qualification experience in finance and accounting, including at least 5 years in a senior leadership role within a regulated financial institution, preferably in a multinational or publicly listed company (e-money, payments, or banking).3 years' experience in operations and/or operational riskProven track record in regulatory financial reporting, supervision, or safeguarding oversight.Strong knowledge of IFRS, CBI regulatory frameworks, and PSD2/EMD2 requirements.Demonstrated leadership of multi-disciplinary teams covering finance and operations.Direct experience liaising with regulators (CBI, FCA, or equivalent).Strong systems knowledge (ERP, reconciliation, and reporting tools such as D365, Oracle, SAP, NetSuite)Familiarity with VAT, corporate tax, and other indirect tax regulations in EMEAKnowledge of operational resilience and outsourcing frameworks (CBI guidance) is desirableStrategic and analytical mindset with attention to detail and ability to interpret regulatory and financial data.Excellent communication and Board-level presentation skills.Proven ability to balance strategic priorities with operational execution.High integrity, judgement, and professional ethics.Collaborative leadership style with strong people management skills.Results-driven and able to operate effectively in a dynamic, regulated environment.Regulatory Accountability Accountable to the Board of Directors for the EMEA entities for ensuring the company's compliance with its financial and operational obligations under Irish and EU legislation.Acts as the primary contact with the Central Bank of Ireland for finance and operations mattersEnsures compliance with the Company's safeguarding, prudential, and operational policies and procedures.Maintains ongoing fitness and probity for the PCF-11 and PCF-42 functions in accordance with the CBI's Fitness & Probity Standards.
