PROGRAMME MANAGER

Background

Dublin City Council's City Co-ordination Office is setting up an Interim Project Management Unit to deliver priority initiatives for the rejuvenation of Dublin City Centre that were identified through the City Council's Corporate Plan, in its Rejuvenation Action Plan and in the Taoiseach's Taskforce report (published October The various projects range in type from social initiatives, such as the development of Dublin's nighttime market, to the development of vacant sites and landbanks for residential and retail use. The initiatives will range in terms of scope and budget from complex capital residential development / infrastructure projects to social and community projects aimed at improving the city centre from a holistic perspective. The City Co-ordination Office are recruiting a team of specialists with the necessary skill sets and experience to deliver these projects within the next 2 to 3 years. This new team will report directly to the Executive Manager, City Coordination Office, Dublin City Council.

The formation of the Interim Project Management Unit is the initial phase of the governments multi-year strategy for rejuvenating the city centre. The unit will be charged initially with the implementation of a number of key actions within the Taskforce Report, such as, but not limited to:

* Develop and launch a new incentive scheme strategy for vacant retail units/properties
* Support the transformation of key vacant sites in/adjacent to the city centre
* Integrate urban tree planting and greening initiatives into the spatial plan for the core area
* Identifying strategic sites for transformation (residential, retail, etc) and development and developing the programme of works
* Revitalisation of Dublin City Centre

The Job

The Programme Manager (Temporary) will require a full complement of construction programme and project management technical skills and industry knowledge. The role will involve establishing and developing a project management unit (the Interim Project Management Unit) to coordinate and oversee the implementation of a range of initiatives/projects for the rejuvenation and improvement of Dublin City Centre. The Programme Manager (Temporary) will form a strategic view when developing the overall work plan for the team, supporting the project managers with creating individual project plans and providing regular programme updates to the Executive Manager, City Coordination Office. The Programme Manager (Temporary) will engage at a senior level with the relevant stakeholders across the public and private sectors.

The Programme Manager (Temporary) will work within a multi-disciplinary team tasked with managing the delivery of the entire programme. This team will work with external public and private stakeholders and the successful candidate will work on all stages of the projects from inception to completion.

The Programme Manager (Temporary) will work closely with the various committees and stakeholders to deliver the full range of services, implement local policy decisions, and deliver on strategic corporate objectives and in accordance with the general policy direction of Dublin City Council. Recognising Local Government as the main vehicle of governance and public service, the role will involve leading economic, social and community development, delivering efficient and good value services, and representing citizens and local communities effectively and accountably.

The Programme Manager (Temporary) is an experienced managerial position responsible for leading on policy implementation, service delivery and change management in a dynamic and goal driven environment. The role offers the opportunity to demonstrate leadership, innovation, agility, and a commitment to customer service. The role of Programme Manager (Temporary) is an excellent opportunity to engage with the active delivery of strategic policy including contributing to a multi-disciplinary approach to Climate Action.

Job Requirements

Each candidate must, on the latest date for receipt of completed application forms: -

* Have a professional qualification in Architecture, which is prescribed under the building Control Act 2007 or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007 and;
* Be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment to the employing local authority will be subject to registration under the Act;
* Have at least seven years satisfactory relevant experience of architectural work including a period of not less than five years satisfactory experience in a responsible capacity as team leader of multi-disciplinary design teams and the administration of construction contracts as Employer's Agent or equivalent role;
* Have knowledge of the principles of Urban Design and planning policy and practice;
* Have satisfactory experience at strategic management level;
* Have satisfactory knowledge of public service organization or the ability to acquire such knowledge

The ideal candidate shall have:

* Extensive experience in corporate governance
* Experience leading multi-disciplinary teams in the implementation of a construction programme from start to final delivery
* Excellent people and communications skills, effective at developing collaborative relationships
* Skills and capabilities in strategy, social policy development and economic development
* Experience with Microsoft Dynamics and data visualisation tools
* Excellent knowledge of building regulations with awareness of environmental issues such as CO2 emissions and Government performance targets for buildings.
* An ability to successfully work through the challenges of delivering a significant programme of physical investment
* Experience in the management and supervision of staff, ensuring the development of such staff
* Ability to build and lead effective multi-disciplined teams, developing motivation and commitment, empowering and encouraging personnel to achieve maximum performance while maintaining sound employee relations and morale
* Strong interpersonal and communication skills with internal and external stakeholders, elected representatives, the public and the media
* A strong track record and relevant management ethos and experience at a sufficiently high level, including strategic planning, management of change and project management
* An ability to develop and implement processes/systems, set targets, and coordinate the resources necessary to support the service, including systems to manage finance, budgets and ensure value for money as well as to provide information on the pattern of demand and activity and to schedule work programmes
* Preparation of reports for submission to Dublin City Council, Advisory Board, statutory agencies and other bodies as required
* An understanding of the role and duties of line managers and an ability to work through the structure to achieve management objectives in the workplace, including across sections and teams
* A strong, outward looking perspective and a track record of successful inter-agency collaboration and co-ordination
* A good working knowledge (or the capacity to acquire same quickly) of the legal, regulatory and governance framework within which the Council operates and experience in adhering to corporate policies, protocols, and procedures
* A satisfactory knowledge of the public service organisation in Ireland
