Details of Service
The National Screening Service (NSS) develops and manages delivery of demand-led, population-based, call-recall, national screening programmes: BreastCheck, CervicalCheck, BowelScreen and Diabetic RetinaScreen. The aim is prevention and early detection of disease to reduce deaths and incidence of disease in the populations screened. Almost two million individuals in Ireland are eligible for at least one of the programmes. Full details of all four screening programmes can be found on
A number of aspects of the programmes, including essential follow up clinical services, are discharged through memorandums of understanding with public hospitals and through contracts with external providers.
The screening programmes are heavily ICT-based for effective operation. Each programme creates and maintains a register (database) of individuals to be offered screening, which will also contain their individual screening history
Purpose and Scope
To lead the Quality Assurance requirements for the BowelScreen Programme with a specific focus on:
a) Assessing and evaluating the BowelScreen Programme in respect of their compliance with QA Standards and the QA Policy Framework for NSS.
b) Reporting and making recommendations concerning the quality of the BowelScreen Programme.
c) Monitoring the implementation of any QA Committee recommendations by the BowelScreen Programme.

Reporting relationships
The Chairperson of the BowelScreen Programme Quality Assurance Committee will report to the NSS QA Committee and escalate issues as necessary via the BowelScreen Programme EMT and the NSS QA committee, as appropriate
Terms and conditions of office
Attendance fees are payable in line with Department of Health and Department of Public Expenditure and Reform of a category 4 non-commercial State body for non HSE staff. HSE employees are not entitled to receive attendance fees. More details are available upon request.
Travel and subsistence expenses, incurred in conducting the role and responsibilities as the chairperson, will be reimbursed in line with travel and subsistence policy and rates applicable to the HSE..
