Arcadis DPS Engineering are seeking a for a Facilities Financial & Commercial Lead to join a pharmaceutical leader located in Ringaskiddy, Cork. This is initially a 12-month FTC contract with view to extension. (Site-based with limited hybrid flexibility). Role Purpose The Facilities Financial & Commercial Lead will provide end-to-end financial leadership across a c. €39MM annual Facilities operational spend, covering OpEx activities with support for Projects team and CapEx support. Sitting within the Engineering & Property Services (E&PS) department Facilities Management. The role is designed to move the department beyond transactional PO administration to strategic cost control, value optimisation, and total cost of ownership management, while strengthening governance, forecasting accuracy, and commercial rigor across suppliers and contracts. This role will act as the financial conscience and commercial challenger for Facilities, partnering closely with the Site FM Lead, Procurement, and central Finance. Key Accountabilities 1. Financial Planning & Budget Ownership Lead annual budget preparation for Facilities, including full Zero-Based Budget (ZBB) reviews across all cost centres. Own monthly forecasting, variance analysis, and financial risk/opportunity tracking. Translate operational plans into credible, defendable financial positions for site and regional leadership reviews. 2. Cost Optimisation & Total Cost of Operations Conduct structured reviews of total cost of ownership (TCO) across utilities, hard services, soft services, and specialist FM contracts. Identify and drive cost optimisation initiatives without compromising compliance, reliability, or service levels. Support strategic decisions through scenario modelling (in-house vs outsource, contract term adjustments, scope optimisation). 3. Procurement & Commercial Governance Act as the Facilities commercial lead across sourcing, tender evaluation, and supplier negotiations in partnership with Procurement. Ensure contracts are financially robust, clearly scoped, and benchmarked against market standards. Strengthen governance between CapEx and OpEx boundaries, ensuring appropriate spend classification and approvals. 4. Spend Controls & Financial Discipline Define and implement improved spend control frameworks, approval thresholds, and financial KPIs. Work alongside the existing Facilities administrator to enhance PO quality, compliance, and accrual accuracy (not PO creation). Ensure audit-ready documentation and traceability across all significant spend categories. 5. Stakeholder & Leadership Support Provide concise, decision-ready financial insights to the Site FM Lead, E&PS leadership, and Finance. Act as a credible interface with external partners (consultants, service providers, auditors where required). Raise financial maturity and literacy within the Facilities leadership team. Required Experience & Background Essential requirements Strong financial background with at least one of the following: Qualified or part-qualified accountant Commercial / financial analyst Cost engineer or commercial manager in a technical or infrastructure environment Proven experience managing large operational budgets (€20MM+) Demonstrated capability in: Budget build & forecasting Zero-based budgeting Cost optimisation programs Contract financial management Experience working in complex, regulated, or asset-intensive environments (e.g. pharma, manufacturing, utilities, infrastructure). Highly Desirable Hands-on experience supporting Facilities, Engineering, or Operations functions. Strong understanding of FM commercial models (lump sum, cost-reimbursable, performance-based). Exposure to capital programs and OpEx/CapEx interaction. Personal Attributes Highly analytical with strong business judgement. Comfortable constructively challenging senior stakeholders.
