With a strong, values-driven workforce, we ensure Uisce Éireann can continue advancing Ireland's water services and meeting the needs of the communities we serve for generations to come.The Role:The Supply Chain team in Uisce Éireann manages the end to end procurement process through Supply Chain Strategy, Supply Chain Tender Delivery, Supply Chain and Supply Chain Value and Performance.Reporting to the Head of Supply Chain, the Value & Performance Senior Manager is responsible for leading Uisce Éireann's procurement governance and compliance approach, while providing strategic oversight of procurement demand planning, portfolio management, analytics & reporting and risk management.This senior role ensures that procurement activity across the organization, complies with all relevant Irish and EU procurement regulations and UÉ policies, Supports efficient planning and forecasting of demand, Provides robust reporting, analytics and insights to drive value for money, transparency and strategic decision-making, Enables strong governance, assurance, and continuous improvement across all Supply Chain functions and Manages risk management in the Supply Chain Function. The role holder may have to take on other portfolios/teams of work under their remit dependent on business levels and demands and as directed by the Head of Supply Chain. Main Duties and Responsibilities:Lead the design, implementation and continuous improvement of procurement governance frameworks, policies, procedures and controls.Ensure compliance with Irish and EU public procurement law and all relevant Department circulars and directives.Act as Subject Matter Expert (SME) for relevant UÉ Supply Chain policies — notably PD02 — ensuring alignment, adherence, and ongoing development.Prepares and presents the UÉ Annual Procurement Compliance Report to the Baord for approval. Oversee procurement audit and assurance processes, ensuring timely identification, mitigation, and reporting of risks across all procurement activities.Provide expert advice and assurance to senior management, governance committees and internal stakeholders on procurement governance, compliance, and risk issues.Ensure that all procurement processes are transparent, ethical and defensible under audit or regulatory scrutiny.Manage the Risk Management Process for Supply Chain function. Lead the Governance, Compliance & Risk Team in delivering training, awareness and best practice guidance across the organisation.Lead the development of an integrated Procurement Demand Planning Framework, aligning business needs, capital and operational plans with procurement pipeline visibility.Oversee a procurement portfolio management process to prioritise workload, manage capacity, and ensure procurement resources align with strategic and operational priorities.Drive proactive engagement with internal stakeholders to identify upcoming demand and ensure timely procurement planning.Lead the Demand Planning & Portfolio team in developing forecasting tools, templates and processes to improve efficiency and delivery predictability.Lead the design and delivery of a Procurement Reporting & Analytics Framework, providing actionable insights to Procurement leadership, business units and corporate governance committees.Ensure accurate and timely production of dashboards, KPIs and performance reports on procurement activity, spend analysis, category performance, supplier performance and compliance metrics.Provide management reporting and executive-level briefings on procurement trends, strategic sourcing opportunities and risk exposure.Develop data models and reporting tools to enable procurement managers to build effective category strategies and monitor delivery performance.Champion the use of analytics to support decision-making, continuous improvement, and value-for-money outcomes.Lead the Reporting & Analytics team to embed data quality, governance and automation into all reporting processes.Provide strategic leadership across the three Value & Performance functions. Governance & Compliance, Demand Planning & Portfolio, Reporting & Analytics and Risk Management ensuring clear priorities, direction, and accountability.Support the Head of Supply Chain in defining, implementing and monitoring the organisation's procurement and supply chain strategy.Foster a high-performance culture that promotes collaboration, accountability, innovation and professional development.Identify and implement opportunities for process digitisation, automation and data-driven governance improvements.Represent Supply Chain in internal and external audits, governance forums, and regulatory reviews.Drive continuous improvement initiatives to ensure the procurement function remains compliant, agile and strategically aligned with UÉ's objectives.Collaborate effectively with key internal stakeholders across Uisce Éireann to ensure alignment of procurement activity with business needs and corporate priorities.Promote and uphold Health & Safety commitments across UÉ and its supply chain, reinforcing positive behaviours and achieving the highest industry standards.Drive delivery of required outcomes within the Supply Chain Directorate, supporting organisation-wide objectives and initiatives.Provide visible, values-driven leadership to all team members, coaching and developing staff to reach their full potential and deliver business goals.Promote collaboration across teams and model the expected UÉ leadership behaviours.Take on additional teams / portfolios of work under the scope of the role dependent on business levels and demands and as directed by the Head of Supply Chain.Undertake other duties and responsibilities as required.Knowledge, Skills and Experience:Minimum of 8–10 years' experience in procurement and governance within a public-sector or regulated environment, including 3+ years at senior management level.Relevant Level 8 or higher qualification in Procurement, Business, Law, Finance, or a related discipline.Extensive and demonstrable experience in public procurement governance and assurance processes. Proven track record of engaging with senior stakeholders, audit bodies, regulators and executive leadership to ensure robust compliance, transpartent decision making and effective oversight within complex public procurement environment. Proven expertise in Irish and EU public procurement law, corporate governance, and compliance assurance.Strong understanding of public procurement governance frameworks, risk management, and assurance processes.Demonstrated experience supporting and embedding policies, systems, and controls, and driving the implementation of progressive procurement governance practices.Demonstrated experience in demand planning, procurement portfolio management, and strategic procurement execution.Highly proficient in interpreting, analysing, and presenting data to senior stakeholders to support evidence-based decision-making.Strong leadership and people management capability, with experience leading multidisciplinary teams across governance, planning, and analytics functions.Excellent stakeholder management, influencing and communication skills, with the ability to engage effectively at all levels—internally and externally.Demonstrated ability to build credibility and trusted relationships quickly, fostering collaboration and alignment across the organisation.Excellent communicator who can handle complex and sensitive situations with professionalism, confidence, and sound judgement.Strategic and analytical thinker, capable of translating insights into actionable plans that deliver measurable outcomes.Resilient and adaptable, able to work effectively to deadlines and deliver results in a changing and ambiguous environment.High levels of integrity, professionalism, and commitment to transparency, accountability, and public value.The closing date for receipt of applications for this vacancy is 6th January 2026.Please note that applications submitted after this closing date will not be accepted.*Please be advised that if successful you will be placed on the salary range based on your skills and experience.
