Job Title: Project Manager Emergency Medicine Airway Management Registry Ireland Area: National Office of Clinical Audit Location: RCSI, St Stephens Green, Dublin Type: Permanent Reporting to: Head of Audit Development, NOCA The Royal College of Surgeons in Ireland (RCSI) is a private, self-financing, not-for-profit medical and surgical college headquartered in Dublin (Ireland) with global reach through its overseas medical universities and health care centres in the Middle East, the Far East and Africa. Since its foundation in 1784, it has played a leadership role in Irish surgical and medical education. Currently, it operates the largest Medical School in Ireland and provides undergraduate education in Physiotherapy, Pharmacy, and Nursing. In addition to Surgery, it also provides postgraduate training and education in Radiology, Dentistry, Nursing & Midwifery, Sports and Exercise Medicine, Healthcare Management and Leadership, and has an Institute of Research. National Office of Clinical Audit The National Office of Clinical Audit (NOCA) was established in 2012 to create sustainable national clinical audit/ registry across the Irish healthcare system. NOCA is funded by the Health Service Executive (HSE) Office of the Chief Clinical Officer (CCO), governed by an independent voluntary board and operationally supported by the Royal College of Surgeons in Ireland (RCSI). Internationally, clinical audit / registries are recognised approaches to improving the quality of patient care and improving outcomes. Working with the HSE National Centre for Clinical Audit (NCCA), and the Department of Health through its National Clinical Effectiveness Committee, NOCA designs, establishes and supports a portfolio of national clinical audit/ registries based on national priorities that include burden of care, variation of care, availability of clinical standards and economic benefit. NOCA advocates for change at a national level, arising from key findings in audit/ registry reports. We do this by working with senior decision makers at both policy and operational levels within the Irish healthcare system. NOCA promotes transparent reporting and publishes national reports for each of its audit/ registries well as providing regular reports to health service providers. Job purpose This role is based within Audit Development. The purpose is to support development of the Emergency Medicine Airway Management Registry -Ireland. The role and person profiles are an outline of the tasks, responsibilities and outcomes required of the role. The jobholder will carry out any other duties as may be required by their line manager. Responsibilities Audit/ registry development Lead prioritised and funded national clinical audit/ registry development project Agree quality improvement (QI) aim, objectives and scope Lead development of datasets and reporting metrics to meet QI aim and objectives Manage site recruitment for pilot testing of dataset, data validation and report metrics Provide business requirements for the web-tool specification, coordinate user acceptance testing scripts and participate in testing of changes as required Stakeholder management Coordinate a comprehensive stakeholder assessment, engagement and planning process, to ensure engagement with stakeholders at the right time throughout the project Establish clinical networks to support data collection, reporting and QI in sites. Ensure delivery of effective communication with stakeholders, data users and the public through agreed channels e.g., NOCA newsletter, professional journals, website pages and social media Deliver presentations on relevant audit/ registry development activity on behalf of NOCA at both internal and external meetings. Governance Establish, coordinate, and stand down where necessary project steering committee for development project. Ensure Public and Patient (PPI) involvement in development project Project management Act in an overall project manager role that plans, manages, and reports on assigned project development projects, ensuring they are delivered to agreed standards, budget and timeline. Establish and administrate NOCA development project team and steering group meetings and attend HSE / external third-party meetings as required Develop and maintain an annual project work plan and contribute to the production of reports as required. Information governance Undertake data protection impact assessment and respond to information governance and General Data Protection Requirements of audit/ registry development project Adhere to NOCA information governance policies, procedures and guidelines (PPGs). Data Work closely with internal and external colleagues to ensure data quality standards Involve relevant stakeholders including PPI representatives to ensure that data collection will meet their needs and drive health service improvement Seek opportunities for international benchmarking. Audit/ registry reports Work closely with Data Analysts to ensure the data validation Plan and manage development reports for different data users Work with the writing group to produce and edit the final audit/ registry development report to NOCA standards and agreed timelines Work with PPI representatives with the NOCA Communications to create Summary Reports. Training health service provider staff Assess and develop a needs-based training programme for health service provider personnel Main point of contact for health service provider personnel. Generic NOCA responsibilities Compliance to standards and PPGs in the NOCA Quality Management System Maintain professional standards in relation to confidentiality, ethics and legislation Contribute to team operational and strategic activities as required. Person Profile Criteria Essential Desirable Qualification, Training A Level 8/ 9 qualification in a healthcare profession or healthcare related area and/or equivalent relevant experience Experience Health or public sector experience Experience of working in an emergency department or critical care setting would be an advantage Project management experience- understands planning, change and, risk management & reporting Knowledge & Attributes In depth understanding of the Irish healthcare system Knowledge of a research discipline Understands the role of clinical audit/ registry, quality registers and quality improvement in clinical effectiveness Can operate flexibly within a busy environment; can shift focus when required Relationship Management Works productively and collaboratively within a small and dynamic team Develop effective professional networks to achieve project aims Communication Good presentation skills Strong writing skills e.g., reports, process documentation, requirements, proposals, business cases Competent in the MS Office suite of products SharePoint, scheduling tool e.g., MS Project, Teamwork Leadership Demonstrable experience of leading and being responsible for a specialist area or a broad work programme We are all too aware that imposter syndrome and the confidence gap can sometimes stop fantastic candidates putting themselves forward, so please do submit an application - we'd love to hear from you.
