Blackrock Health Galway Clinic is seeking a motivated and experienced Technical Services Manager to join our dynamic team. This permanent, full-time role (37 hours per week) is a key leadership position responsible for ensuring the safe, efficient, and compliant operation of our hospitals technical and facilities services About the Role The Technical Services Manager is responsible for the strategic and operational management of all non clinical engineering and technical services across the hospital, ensuring compliance with statutory requirements, healthcare standards and the safe, efficient operation of all plant, equipment and infrastructure. Reporting to the Head of Facilities. Key Responsibilities Lead all non Clinical engineering and technical services, including maintenance, utilities, plant, and infrastructure. Deliver PPM and reactive maintenance programmes aligned with hospital needs. Manage Engineering Supervisor and Facilities Administrator to ensure effective service delivery. Respond promptly to breakdowns and critical incidents to minimise clinical disruption. Ensure full compliance with statutory obligations and healthcare standards (JCI FMS, HIQA, HSA, HTM). Oversee statutory inspections, certifications, and compliance documentation. Provide technical input to risk assessments, incident investigations, and corrective actions. Implement safe systems of work, including permit-to-work, isolations, and contractor controls. Manage engineering and maintenance contractors, ensuring competence, compliance, and value for money. Support capital projects, upgrades, lifecycle planning, and preparation of CRFs. Maintain asset registers and contribute to long-term infrastructure planning. Manage technical services budgets with the Head of Facilities; monitor spend and identify efficiencies. Develop and report KPIs such as PPM compliance, response times, and system reliability. Support internal and external audits, ensuring continuous audit readiness. Ensure accurate maintenance, testing, and compliance records. Participate in key committees (Health & Safety, Fire & Electrical Safety, Medical Gas). Lead, mentor, and develop engineering staff, promoting safety, accountability, and continuous improvement. Engage effectively with clinical teams, management, and external stakeholders. What Were Looking For Experience in a healthcare or highly regulated engineering environment. Strong knowledge of building services systems (electrical, mechanical, HVAC, medical gases, water systems). Knowledge of healthcare standards (JCI, HIQA, HTM guidance). Experience managing maintenance teams and contractors. Strong understanding of compliance, risk and safety systems. Financial awareness and budget management experience. Strong leadership, organisational and communication skills. Ability to manage multiple priorities in a complex operational environment. Experience using CAFM or maintenance management systems.
