Salary€52,546 pa (Other arrangements may apply if you are currently a serving civil or public servant)Tenure5-year fixed term contractJob TitleWarmer Homes Development (Service Delivery) - Programme ExecutiveSalary€52,546 pa (Other arrangements may apply if you are currently a serving civil or public servant)Tenure5-year fixed term contractWork LocationDublin, Dundalk, Cork or Sligo officeClosing DateMidnight, Thursday 2nd April 2026Role ProfileWe have an exciting opportunity in the Warmer Homes Development Team in the Delivery Department.The Warmer Homes Scheme (WHS) is SEAI’s largest capital programme, delivering meaningful home energy upgrades to those in receipt of certain social welfare payments.Further details of the Warmer Homes Scheme can be found at The Warmer Homes Scheme | SEAIReporting to the Warmer Homes Scheme Development Programme Manager, the successful candidate will be supported by a newly established team and will contribute to improving systems, processes and data-driven decision-making across a rapidly evolving national scheme with a primary focus on reducing the WHS Waiting List and improving customer experience.The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s Energy Poverty Programme, the Irish Government’s primary tool in demonstration of commitment to alleviating energy poverty in poorer performing low-income homes.Essential RequirementsThe successful candidate must be able to demonstrate:An honours degree (a minimum NFQ level 8 or greater) in a relevant discipline such as IT, Business or a related discipline, and minimum of 3 years directly relevant experience working in IT business process environments.OrAn ordinary degree (a minimum NFQ level 7 or greater) in a relevant discipline such as IT, Business or a related discipline, and minimum of 5 years directly relevant experience working in IT business process environments.OrA third level certificate (a minimum NFQ Level 6 or greater) in a relevant discipline in a relevant discipline such as IT, Business or a related discipline and minimum of 8 years directly relevant experience directly relevant experience working in IT business process environments.Experience working in multidisciplinary teams, managing or supporting projects that span multiple perspectives and functions.Demonstrated knowledge or experience in CRM systems, UAT testing, APIs and user story management tools such as Azure DevOps.Familiarity with analytics and reporting tools (e.g., Power BI, Tableau) to support data driven decision-making.Strong written and verbal communication skills, including report writing, presenting, public speaking, and the ability to communicate complex concepts to both technical and non-technical audiences.Desirable RequirementsBusiness Analysis techniques or certification (e.g. ECBA, CCBA, CBAP).Understanding of IT change management pathways and how they impact business processes.Understanding of Agile methodologies, Click Up, or other flexible project management approaches.Knowledge of programme delivery in a structured environment.Knowledge of home energy upgrades or BER methodology.Proficiency in the Irish language.Experience or knowledge of delivering positive customer experiences.Eligibility to WorkThe SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
