The Role South Dublin County Council provides a broad range of services to a population of 280,000 people on a daily basis.
Under the direction and supervision of the appropriate line manager, the position involves the provision of such engineering or ancillary services as may be required by the Council in the exercise and performance of any of its powers, functions and duties.
The post is wholetime, temporary and pensionable.
The contract is for a fixed term of three years.
Offers will be made subject to the candidate submitting, to the satisfaction of the Council, evidence of holding an honours degree (level eight or higher in the National Framework of Qualifications) prior to taking up duty.
Persons employed will be required to work in any location within the South Dublin administrative area.
Salary €38,956 - €41,766 - €45,786 - €49,452 Hours of Work The successful candidates normal hours of work will be 35 hours per week.
The Council reserves the right to alter your hours of work from time to time.
Annual Leave Annual leave entitlement for the position of Graduate Engineer (Civil) is 24 days in accordance with Government Circulars.

Qualifications Character Candidates will be of good character.
Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Essential Education, Training, Experience Each candidate must, on the latest date for receipt of completed application forms: Each candidate must hold an honours degree (level Eight or higher in the National Framework of Qualifications) in Civil Engineering.
Hold a full driving license, Category B, free from endorsement.
Or be in the final year of an honours degree (level eight in the National Framework of Qualifications) in Engineering and be in a position to commence employment upon completion of the degree course; evidence of holding an honours degree (level eight or higher in the National Framework of Qualifications) prior to taking up duty will be required.
Desirable Education, Training, Experience Demonstrate good engineering design skills and knowledge including analytical, conceptual and problem-solving.
Possess good I.T.
and presentation skills including use of Autocad.
Demonstrate understanding of good civil/structural construction practice.
Be capable of working on own initiative or within a team structure and have good communication and interpersonal skills.
Have an understanding of customer service and the functions of the Council.

Duties The main duties will depend on the actual assignment.
Graduate Engineers can be assigned to the following directorates: Environment, Water and Climate Change Land Use Planning and Transportation Housing, Social and Community Development The Environment, Water and Climate Change Directorate has the following sections where Engineers are assigned: Natural Water and Flood Management South Dublin County Council (SDCC) is responsible for the operation and maintenance of a stormwater network of approximately 900 linear km.
The sections main objectives are to protect and improve the quality of South Dublins water bodies, including rivers, streams, lakes, ponds, and wetlands etc., and to remove/reduce pluvial and fluvial flood risk in South Dublin, whilst maintaining, improving and expanding the stormwater network to cater for an expanding population, increased developments of lands and changes in climate.
A critical aspect of this work is the promotion and implementation of Sustainable Drainage (SuDs).
As part of the continued improvements to mitigate against flood risk, due to factors such as network capacity and climate change, SDCC delivers a minor works programme and various capital projects.
SDCC also works in partnership with the Office of Public Works (OPW), to undertake large flood alleviation schemes.
In relation to water quality and the protection of our natural waters, SDCC Water Pollution team actively monitor the water quality of the countys rivers and streams.
The council is tasked with responding to water pollution incidents, with the aim of identifying and rectifying the pollution source.
The team works to deliver the requirements of the RMCEI, National Agricultural Inspection Programme, and progress actions to support the Water Action Plan 2024.
The Natural Water and Flood Management team work closely with the Climate Action team to deliver climate actions in the area of Flood Resilience, under the Climate Action Plan 2024-2029.
Mechanical Section South Dublin County Council operates a fleet of approximately 250 vehicles.
The Mechanical Section is responsible for the sustainable, efficient and cost-effective management of the council fleet and stormwater pumping station sites.
A key part of the operations is the implementation of the fleet decarbonisation and renewal strategy, with a focus on energy efficiency and reducing CO2 emissions in line with national climate action targets.
Climate Change SDCC have a robust Climate Action Plan (CAP) in place for 2024-2029 to meet our targets for carbon emissions, energy reductions and to reduce the impacts of climate change, ensuring that policies and strategies align with the national plans and legislation.
The team facilitates delivery of projects identified in the CAP across six action areas including Energy and Buildings, Transport, Flood Resilience, Nature Based Solutions, Circular Economy and Resource Management, and Community Engagement, while working with other SDCC departments, Local Authorities, state bodies, relevant stakeholders and communities in South Dublin.
Climate Action Delivery In line with SDCC Climate Action Plan (CAP) 2024-2029, SDCC are delivering climate action projects including, but not limited to, the delivery of Energy Performance Contracts for the large SDCC owned buildings, the retrofit of public buildings, development of public EV charging infrastructure, installation of solar panels on council owned buildings and lands, and the continued development and expansion of district heating.
The team works to identify opportunities to improve energy efficiency and to reduce carbon and greenhouse gas emissions.
One such aspect is the implementation and management of ISO 50001 (Energy Management System), which will identify continued opportunities to reduce energy demand and emissions.
Public Realm Project management, design, construction and supervision of the Public Realm Capital Programme.
On-going maintenance of Public Realm infrastructure including Outdoor Leisure Operations - Parks, Pitches, Playgrounds, Burial Grounds and street cleaning.
Enforcement and Licencing The Waste Enforcement and Licencing section has responsibility for monitoring and enforcing waste related activities subject to the Waste Management Act 1996, as amended and other EU and national waste legislation and policy.
It works with other local authorities, the EPA, the NWCPO and other stakeholders to deal with environmental waste crime.
It carries out onsite inspections of waste facilities, waste collectors, construction sites, and residential and commercial properties to ensure compliance with the various byelaws and regulations under its remit.
Waste Management The waste management section is responsible for the after care of Arthurstown landfill, Friarstown tiphead and all historic landfill sites.
The section is also responsible for managing the service concession contract for the operation of the Ballymount Civic Amenity Recycling Centre and the operator licence for the Ballymount Waste Transfer Station and includes ensuring compliance with the EPA waste licence for the facility.
Other areas of responsibility are the implementation of the community recycling strategy, the management of the regional glass recycling service within South Dublin County and the services provided by textile recycling operators on South Dublin County Council sites.
The waste management section also has responsibility for the management of the road sweeping and associated services contract.
The work of the section is expected to change and expand as circular economy initiatives commence and develop.
Emergency Planning SDCC Major Emergency Management Team is responsible for SDCCs obligations as a Local Authority under the national Framework for Major Emergency Management and are active participants at local, regional and national level committees dealing with various aspects of major emergencies and delivering training and exercises on an interagency basis.
The team is responsible for liaising with the Principal Response Agencies and multiple other agencies.
They coordinate SDCCs Crisis Management Team, Severe Weather Assessment Team and ensure that the Major Emergency Plan, and all sub plans, are kept up to date, amongst other functions.
The Land Use Transportation and Planning Directorate has Engineers assigned to the following sections: Road Maintenance and Town Centre Improvements The Road maintenance section is responsible for the maintenance and upkeep of the roads, bridges and footpaths in the county.
Works include preparation of roadworks and footpath programmes as well as the design and delivery of improvement schemes for the Countys town centres, villages and district centres.
This includes in-house design work, preparation of tender documents, supervision of contractors and direct labour crews on site.
Inputting of Road schemes on Maproad system.
Carrying out yearly survey of road condition.
Traffic Management and Roads Forward Planning Traffic section is responsible for planning for the provision of a sustainable transport network across the County including working with key stakeholders at National Transport Authority (NTA), Transport Infrastructure Ireland (TII) and Irish Rail to support delivery of new and improved public transport and active travel measures.
Preparing transport plans and strategies for the roll out new and improved transport infrastructure.
This section also maintains and improves traffic movements across the County through the design and delivery of traffic management schemes, new signage and traffic signals.
This role also includes the deployment of Intelligent Traffic systems and real time traffic information.
Taking in Charge and Building Control This section is responsible for Building Control and the Taking in Charge of completed developments.
Public Lighting Services Manages and upgrades the public lighting stock in the County.
Active Travel This Active Travel section manages the design and construction of new and improved walking and cycle infrastructure.
Road Design and Construction This section manages the design and construction of new and improved roads.
These duties are indicative rather than exhaustive.
Holders of the post may be assigned to work in all appropriate areas in the course of their employment.
Additional Information Salary / Wages Entry point to a salary / wages scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage.
In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point.
Rate of remuneration may be adjusted from time to time in line with Government Policy.
The salary / wage shall be fully inclusive and shall be as determined from time to time.
The holder of the post shall pay to the Local Authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of the post or in respect of any services, which they are required by or under any enactment to perform.
Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Act, 2001, is Chief Executive and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate management, technical, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body.
The holder of the office will, if required, act for an officer of a higher level.
Citizenship Critical Skills Occupations Candidates must, by the date of submission of application form, have a Critical Skills Employment Permit (stamp 1G).
Candidates should ensure that the post they are applying for is included in the Critical Skills Occupations List.
Non-Critical Skills Occupations Candidates must, by the date of submission of application form, be: A citizen of the European Economic Area (EEA).
The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or A citizen of the United Kingdom (UK); or A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa.
In the case of relief positions advertised by the Council, a person awarded a stamp 2 Visa (student visa) is allowed to work to a maximum of 20 hours work per week.
Probation Where a person is appointed to South Dublin County Council, the following provisions will apply: (a) There will be a period after appointment takes effect, during which such a person will hold the position on probation.
(b) Such period will be one year, but the Chief Executive may, at his discretion, extend such period.
(c) Such a person will cease to hold the position at the end of the period of probation unless during this period the Chief Executive has certified that the service is satisfactory.
(d) The period at (a) above may be terminated on giving one weeks notice as per the Minimum Notice and Terms of Employment Acts.
(e) There will be assessment(s) during the probationary period.
Officers who have already completed a probationary period with another Local Authority will not be obliged to serve probation with South Dublin County Council.
Residence Holders of the office will reside in the district in which their duties are to be performed or within a reasonable distance thereof, as determined by South Dublin County Council.
Outside Employment Employees may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties.
Superannuation The provisions of the Local Government (Superannuation) (Consolidation) Scheme 1998 may apply.
Persons who become pensionable officers who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority as follows: 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e.
pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children).
Persons who become pensionable officers who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority at the rate of 5% of their pensionable remuneration.
The provisions of the Spouses and Childrens / Widows & Orphans Contributory Pension Scheme will continue to apply.
New entrants will be admitted to the Single Public Service Pension Scheme with effect from the date of appointment.
The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits.
To qualify for a pension the successful candidate must have served a minimum of two years employment in a Local Authority.
2025 Rates and Thresholds Local Government Superannuation Scheme members €0.00 to €34,500: 0% €34,500 to €60,000: 10% Over €60,000: 10.5% Single Public Sector Pension Scheme members €0.00 to €34,500: 0% €34,500 to €60,000: 3.33% Over €60,000: 3.5% Retirement Age There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004.
Anyone who is not a new entrant to the public service, as defined in the Act, is subject to a compulsory retirement age of 65 years or as determined in accordance with Department Circulars and in line with Government Policy.
The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years.
The Council may refer staff to a medical advisor at any time to determine fitness for carrying out the duties to which they have been assigned.
Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector.
Therefore, such retirees may not apply for this position.
Recruitment Selection will be by means of a competition based on an interview conducted by or on behalf of the Council.
Interview may be face to face or conducted through Microsoft Teams and will be at the discretion of the Council.
South Dublin County Council reserves its right to shortlist candidates in the manner it deems most appropriate which may include desktop shortlisting and/or preliminary interviews.
Shortlisting will be on the basis of information supplied on the application form and the likely number of vacancies to be filled.
It is therefore in your own interest to provide a detailed and accurate account of your qualifications and experience on the application form, and to fully complete the competency questions where applicable.
A panel may be formed on the basis of such interviews.
Candidates whose names are on a panel and who satisfy the Council that they possess the qualifications declared for the post and that they are otherwise suitable for appointment may, within the life of the panel, be appointed as appropriate vacancies arise.
The life of the panel will be for a period of one year from the date of its formation.
The Council will not be responsible for any expenses a candidate may incur in attending for interview.
For the purpose of satisfying the requirement as to health, it will be necessary for successful candidates to undergo a medical examination by a qualified medical practitioner to be nominated by the Council.
Appointment will also not proceed without the Council obtaining two satisfactory references from responsible persons known to but not related to the candidate.
A responsible person should be a person under whom the candidate has served in employment, or in the case of relevant voluntary work a person who has held a supervisory position.
At least one of the references must be from a current employer.
South Dublin County Council will require persons to whom appointments are offered to take up such appointments within a reasonable period as determined by the Council.
If they fail to take up appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council will not appoint them.
Garda Vetting will be sought prior to appointment in accordance with the National Vetting Bureau Act 2012 - 2016.
A candidate who is found to be ineligible at any stage of the competition will not be further considered.
Provision of inaccurate, untrue, or misleading information will lead to disqualification from the competition, withdrawal of employment or dismissal.
A candidate who does not attend for interview when and where required by the Council will have no further claim to consideration.
