About the Role
Teagasc's Financial Operations Unit is seeking an experienced Accounts Payable Manager to lead the delivery of a high-volume, high‑quality Accounts Payable (AP) service. You will join a Finance team that operates as an internal shared services provider covering AP, AR, Cash Management, Billing, Payroll and Travel & Subsistence. This role is one of two AP Manager positions and will work very closely with the other manager to ensure continuity, compliance and excellent service for internal stakeholders and external suppliers.
Why this role matters
The AP Team processes in excess of €100m per year across ~35,000 supplier invoices and 3,500 other payment documents.
You will manage AP operations, supplier payments and reconciliations, working with our external service provider to maintain timely, accurate and compliant payments.
You will play a key part in maintaining tax and regulatory compliance (supplier tax clearance, Construction Industry Scheme rules, VAT, Professional Services Withholding Tax) and contribute to the Finance Department business plan.
Key responsibilities
Lead and manage the Accounts Payable service, ensuring timely and accurate supplier payments.
Oversee invoice registration, matching, approvals and payment runs (in collaboration with our external service provider).
Reconcile supplier accounts and investigate/resolve supplier queries and statement discrepancies.
Monitor and ensure compliance with tax and regulatory requirements (tax clearance, CIT/CIS, VAT, PSWT).
Maintain strong controls, process documentation and continuous improvement of AP processes.
Produce regular management information and reports for Finance leadership.
Build and maintain effective relationships with internal stakeholders, suppliers and the external AP service provider.
Act as deputy for the other AP Manager as required to ensure service continuity.
The ideal candidate will have:
An accounting qualification (ACA, ACCA, CIMA etc)
OR
A Level 8 degree, as recognised on the National Framework of Qualifications, in Finance, Accounting or Business
A proven track record as a manager of a busy team
Detailed knowledge of Accounts Payable operations and processes as well as knowledge of relevant tax regulations.
Excellent communication, decision making and critical thinking skills
A demonstrated ability to manage processing of large volume transactions to a high standard of accuracy and compliance.

(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
(d) A non‑EEA citizen who has a Stamp 4 permission or a Stamp 5 permission.
Please note that a 50 TEU visa, which is a replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4 equivalent.
