Position Description The Regulatory Specialist will provide regulatory insight and guidance across ESB's portfolio of generation assets, the transition to a plan led system for generation and network planning relating to system services and the developing market for green gases, ensuring alignment with ESB's vision and the evolving policy and market landscape.
This role is central to supporting ESB's strategic ambitions in renewable energy growth across Great Britain, Ireland, and Northern Ireland.
The Regulatory Specialist will work as part of a highly motivated and collaborative regulatory team working across GB and Ireland, and they will be reporting to a Regulation Manager.
This specialist role may also require some management responsibility.
Key Responsibilities Regulatory Strategy & Engagement Lead regulatory analysis and engagement across Great Britain, Ireland, and Northern Ireland with relevant system operators and lobby groups.
Monitor and influence policy developments including system services market in Ireland, UK and market development include European network codes.
Represent ESB in industry forums and working groups, advocating for commercially sound and technically viable regulatory outcomes across Great Britain, Ireland and Northern Ireland.
Provide regulatory context and understanding of cross market interactions within the system service market design and the related revenue streams that underpin generation investment decisions.
Translate regulatory and system planning developments from Great Britian into the Single Electricity Market (SEM) context and vice versa, supporting cross-jurisdictional alignment, where appropriate.
Analyse the commercial consequences of market rule changes, including system services and new market designs on ESB generation assets and development pipeline across Ireland, Northern Ireland and Great Britain.
Influence the design of markets to ensure that the rules operate in an internally consistent way across the different facets of the energy markets.
Experience and Qualifications Essential 3rd level qualification (economics/engineering/technical/legal/commercial preferably) or equivalent, or equivalentwork experience reflecting deep analysis and interpretation, scenario/risk management and effective team engagement is required.
Strong understanding of, and a minimum of 7 years' experience in, energy markets (preferably across GB and SEM), renewables development, or regulatory affairs.
Desirable Proven ability to operate and deliver independently, as well as proven ability to deliver as part of a flexible project team with a diverse makeup.
Experience withmanaging projects and engaging with techno-economic consultants is welcomed.
Experience in lobbying, policy shaping, and industry representation.
Problem solving/modelling skills and analytical capability with excellent communication (written/verbal/presentations) and negotiation skills.
A proactive, solution-focused mindset with experience of working through market challenges from high level to detailed design and on to implementation and operation.
Detailed experience in Grid Code and the markets for system services.
Location This position will be based in Dublin.
In person meetings will be a feature of the role which may also involve overseas travel occasionally depending on where you are located (e.g.
Brussels/Dublin/London).
