Head of Risk and Compliance - New EntrantHead of Risk and Compliance - New EntrantWe have been exclusively retained by an international banking institution serving the global asset management industry that is setting up two new offices in Ireland. Our client's solutions are uniquely tailored for the complex, fast-evolving needs of investment funds, structured finance vehicles, and their service providers. Many of the world’s largest and most innovative asset managers rely on the bank for their deep industry expertise and robust infrastructure.The RoleWe are seeking a professional to serve as Head of Risk and Compliance for the Irish branch, which is passported into Ireland under EU single market rules and subject to oversight by the Central Bank of Ireland as the host supervisory authority. This senior leadership role incorporates responsibility for both PCF-12 (Head of Compliance) and PCF-14 (Head of Risk) under the Central Bank guidance.Reporting locally to the Branch Manager and at Group level to the Global Head of Risk and Compliance, the role sits within the second line of defence and holds independent oversight over the branch’s regulatory compliance and enterprise risk frameworks.The successful candidate will act as a primary liaison with the Central Bank of Ireland across both the risk and compliance domains, including supervision, thematic inspections and regulatory engagement.Key ResponsibilitiesCompliance (PCF-12)Serve as the designated Head of Compliance for the Irish branch, maintaining effective oversight of all regulatory obligations under Irish and European law.Own and maintain the Compliance Framework, including regulatory inventory, compliance risk assessments, monitoring plans, policies and procedures, breach registers and issue management.Lead the annual compliance monitoring plan, oversee execution and present findings, trends and remediation to the Board and senior management.Maintain a strong regulatory change management process, ensuring timely gap analysis, impact assessments and implementation of new rules and guidance.Advise business and functional teams on compliance requirements for new products, services, operational models and material changes.Act as primary contact point for regulatory compliance matters with the Central Bank of Ireland, coordinating responses to information requests, PRISM engagements, inspections and thematic reviews.Act as the designated Head of Risk for the Irish branch, responsible for the Enterprise Risk Management Framework (ERM) and ensuring that all material risks – including operational, conduct, market, credit and outsourcing – are identified, assessed, managed and monitored.Maintain and update the branch’s Risk Appetite Statement, risk register and associated Key Risk Indicators (KRIs), ensuring alignment with Group risk strategy and regulatory expectations.Deliver regular risk MI, dashboards and thematic analysis to the Board, Risk Committee and senior leadership. Escalate emerging risks and issues promptly.Lead the implementation of risk assessments and control testing, including RCSA processes and scenario analysis.Oversee outsourcing risk and perform second-line oversight of outsourced service providers, in accordance with CBI’s Cross-Industry Guidance on Outsourcing.Provide risk input into ICAAP, recovery planning, operational resilience assessments and other regulatory deliverables.Governance & ReportingPrepare and present formal reports and updates to the Board of Directors, Risk and Audit Committees and relevant governance fora.Maintain documentation and evidence to demonstrate ongoing fitness and probity as a holder of PCF-12 and PCF-14 functions.Oversee the maintenance and submission of annual regulatory returns such as the Compliance Officer's Report and Risk Officer’s REQ (Risk Evaluation Questionnaire).Support internal audit and third-line reviews and ensure timely closure of audit actions.Training, Culture & ConductPromote a strong culture of compliance and risk awareness, embedding regulatory expectations and conduct standards across all levels of the business.Design and deliver risk and compliance training to business staff and Board members.Act as an advisor to the Branch Manager and senior executives on regulatory risks, conduct matters and business integrity.Key Requirements10+ years of experience in regulatory compliance and/or enterprise risk management within regulated financial institutions, ideally in banking, custody or investment fund servicing environments.Prior experience in a PCF/SMF or senior second-line leadership role with regulatory accountability.Deep knowledge of the CBI’s Fitness & Probity regime, risk management guidelines and regulatory compliance expectations.Strong understanding of Irish and European regulations relevant to the firm’s activities (e.g. CRR/CRD, MiFID II, AML/CFT, Consumer Protection, Outsourcing).Demonstrated ability to manage independent relationships with regulatory authorities (including the Central Bank of Ireland).Experience preparing governance reporting and regulatory submissions, including REQs, RMPs, CMPs and Board packs.Excellent communication, stakeholder management and influencing skills, with the ability to operate effectively at senior and Board level.Bachelor's degree in Law, Risk, Business or related field;
