Job Description

The Contract Coordinator will be responsible for managing the pre and post contract requirements of the Infrastructure Department’s Portfolio, ensuring they are being adhered to and fulfilled in line with the requirements of the awarded framework agreements and Work Orders (call-off contracts). Pre-contract, the role holder will work closely with the Contracting Entity’s Procurement and Legal team providing support to the Programme Directors on the engagement of Contractors and / or Consultants in accordance with the Contracting Entity’s procedures and procurement strategy. Post contract, the Contract Manager will be involved in the management and administration of the Work Orders from award to Completion, take-over of works and final assessment. The Contract Manager shall support in the review and acceptance of subcontractors and acceptance of subcontract documents in line with the contract.

The Contract Coordinator will also oversee the monitoring of Contractor and /or Consultant performance based upon the contractually agreed Key Performance Indicators and contributing to the management of any disputes, as required.

* Understand and align to the Contracting Entity’s Contract Management standards, assuring compliance with the selected Terms & Conditions in their contract suite (e.g. NEC) and on their programme.
* Assure full compliance with Contract Management standards and contractual terms in contract administration activities; manage reporting of non-compliance.
* Manage commercial relationships and ways of working with Contractors and / or Consultants to ensure continuous improvement in delivery of works and services.
* Review draft contracts for fit-for-purpose content, co-ordinating inputs from advisors (legal, technical, financial).
* Lead contractual negotiations and provide guidance to Project Manager and/or Services Manager, where necessary, and Programme Director.
* Review and acceptance of subcontractors and subcontract documents in line with the contract.
* Certification of payments including assessment of Defined Costs for Option C and E contracts; auditing of contractor’s/consultant’s accounts to ensure costs are captured correctly.
* Review forecasts and assess painshare or gainshare due to contractor for Option C or D contracts; undertake delay damages calculations if required.
* Establish contract management strategies and approve individual strategies; set KPI targets in NEC incentive schedules and review contractor performance.
* Create the KPI library for accountable categories/programmes.
* Build, develop, support and maintain a team of Contract Administrators; foster close working relationships with project team.
* Review contractor/consultant compensation event applications and related quotations; ensure alignment of payment applications with contract terms.
* Provide assurance of RFI/RFT tender documentation including contract conditions and amendments; oversee tendering and evaluation processes.


Qualifications

* 10+ years experience of contract management and administration.
* Knowledge of monitoring contractor/consultant performance.
* Significant experience in claims management; experience establishing performance management frameworks and KPI libraries.
* Experience administering NEC contracts; ability to develop and implement contract management strategies.
* Proven leadership in managing multiple complex contractual arrangements and NEC contract management, particularly within aviation.
* Ability to lead a team of 1-3 people; strong analytical, negotiation, and report-writing skills; good presentation and computer literacy.
* Understanding of CEMAR and Unifier.


Formal Education Qualifications

* Bachelor Degree in Law / Quantity Surveying / Project Management
