Permanent, full-time position.Post detailsPost Title: Directorate Business Manager – Laboratory MedicineDepartment: Directorate of Laboratory MedicineLocation: Beaumont Hospital, Dublin 9Reports to: Chief Operations Officer (COO) and Clinical Director – overall performance of the DirectorateSalary: Appointment will be made on Grade VIII (€82,258-€99,213) at a point in line with Government pay policyHours of work: Full-TimeClosing Date: 12 Noon on 15 October 2025Position SummaryThe Business Manager is an integral member of the Directorate Management Team providing leadership to ensure the operational management and service delivery targets of the Directorate. The post holder will work on behalf of the Chief Operations Officer and Clinical Director.ResponsibilitiesOperational Management: Responsible for the operational management of the Clinical Directorate, ensuring the efficient and effective day-to-day running of the Directorate, matching resources with flexibility to respond to workload.Develop and deliver effective operational plans linked to the hospital strategy and executive operational plans, ensuring that organisational and national targets are met.Manage the operation of non-medical and non-nursing staff within the Directorate.Manage operational implementation of new service initiatives, including liaising with stakeholders, developing operational policies and guidelines as required.Provide frontline general management advice and support to the Directorate Management Team, including HR and workforce planning support, budgetary analysis, performance analysis and problem solving.Manage the Clinical Immunology waiting list and foster close cooperation and integration of services within the Directorate.Coordinate an annual review of equipment requirements and submissions under the capital programme, liaising with Finance and influencing funding providers as appropriate.Service PlanningCoordinate, review and plan services to meet service agreement requirements and support development of plans to achieve changes in service provision.Develop business cases or proposals for improvements or modernisation of services.Identify cost improvements, service developments and income generation opportunities within the Directorate.Implement proven business management technologies to strengthen performance and reputation within the Hospital, externally with GPs and the HSE.Lead projects that improve the quality of services, evidenced by improved performance against national and international benchmarks.Performance and Financial ManagementMonitor, control and report on Directorate activity, income and expenditure with Finance Department and COO.Act as budget manager for devolved resources and manage resources delegated to the Directorate (e.g., service upgrades, minor capital works).Develop performance indicators and mechanisms to ensure activity is measured accurately and fully costed.Monitor performance targets and provide internal/external comparative performance information to inform decision-making.Ensure high-quality data and understanding of data responsibilities among managers and staff.Support the Clinical Director in monitoring activity of Consultants and compliance with Contract requirements.Provide timely management information regarding performance against contracts, budgets and targets.Participate in pricing and costing models and support development of service level agreements.Contribute to corporate strategies and decisions and promote the hospital’s strategy, mission and values.With the Clinical Director and Laboratory Manager, lead initiatives in strategic planning and service redesign.HR Management and Organisational DevelopmentManage all non-clinical/scientific staff within the Directorate in line with HR policies.Develop systems for performance appraisal, development and workforce planning.Ensure clear job descriptions and objectives for direct reports; regularly review staffing and skill mix.Participate in recruitment and induction; manage sickness and absence per policy.Facilitate ongoing education and development; ensure development objectives are realised.Promote equal opportunity and best practice in employment and change management.Quality Assurance and Risk ManagementLead on best-practice service improvement plans and strategies within the Directorate.Foster continuous improvement and high standards of clinical care and efficiency.Develop governance systems to meet HIQA standards; ensure effective risk assessment and risk management processes.Coordinate risk management initiatives and processing of adverse incidents with prompt investigation and preventative action.Selection CriteriaQualifications, skills, knowledge and experience required for successful discharge of the post.
