The HSE has created six new health regions. Each region is responsible for providing both hospital and community care for the people in that area. Bringing community health services and hospitals together means we can take a more patient-centred approach to healthcare.
HSE Dublin North East provides health and social care to North Dublin, Louth, Meath, Monaghan and most areas of Cavan.
Community Healthcare Services are delivered through the HSE and its funded agencies to people in local communities, as close as possible to people's homes. Community Healthcare Services focus on keeping you well so that you can continue to live at home or close to home through our health promotion, disease screening, diagnosis, treatment, and rehabilitation programs. You can refer yourself to most Community Healthcare Services or through your GP, public health nurse, community mental health team, etc. Services include - Primary Care, Social Care - Older Persons, Social Care – Disabilities, Mental Health, Health and Wellbeing, Quality, Safety and Service Improvement.

Social Inclusion-Addiction Services works to reduce inequalities in health, and improve access to mainstream and targeted health services, for people with problem substance use who, like people with mental health disorders, often face stigma and barriers to accessing healthcare.
The Integrated Alcohol Service (IAS) provides alcohol-specific treatment options from early-engagement through to specialist supports for Alcohol Use Disorder, and covers two Integrated Health Areas (IHAs) of Dublin North City & West and Dublin North County. IAS is a partnership between
* HSE alcohol services: consisting of a centralised Multidisciplinary Team, currently across the Alcohol Hub in Dublin Northeast Inner City and Stanhope Centre, and
* Trusted partners in delivering shared care: HSE funded community-based addiction services provide psychosocial support as close to where an individual lives as possible.
Both Mental Health and National Drug Strategies and associated guiding frameworks are underpinned by a similar vision, with both aiming to enhance services across the continuum of care, from prevention to early intervention to specialist health services while supporting service users' and affected family members' representation.
National Mental Health Policy - Sharing the Vision - supports the continuation of the Early Intervention in Psychosis (EIP) Model of Care. EIP brings the 4 principles of the National Mental Health
Policy 'Sharing the Vision' to life:
* Recovery - Hope, choice, empowerment
* Trauma informed - individualised care, sensitive to trauma and risk of re-traumatisation
* Human Rights - collaborative care delivered in least restrictive environment
