Role Requirements Role Requirement 1 Programme Design, Planning and Management Specify and develop programme requirements and content including high level business requirements, applicant guidelines and support materials. Design, develop and transfer clearly specified and accessible standard operating procedures and programme guidelines to operations. Actively engage service providers and relevant stakeholders in planning and design of programmes. Ensure that any issues / exceptions are addressed in a timely, coherent, and integrated manner. Ensure that overall delivery and cohesiveness of the programme requirement is addressed. Define and monitor clear deliverables, KPIs and performance metrics. Ensure that programme delivery performance and service continuity risk is actively managed and proactively engaged and addressed. Ensure the service model and practice reflects a strong commitment to customer care and service excellence. Role Requirement 2 Stakeholder Management Establishing and managing key internal relationships particularly in relation to co working within the Early Years Operations Directorate and with key shared services affecting operations and delivery of supports to EY Service Providers. Effective management of external stakeholder relationships and communications with the DCDE and with key organisations operating in the Early Learning & Care Sector to ensure effective programme management and delivery. Build and foster relationships with key stakeholders as a trusted programme advisor to drive a consistent approach to programme management across early years operations and to provide service excellence to our customers and colleagues. Role Requirement 3 Service Delivery Ensure that the service model applied is adaptable and meets changing requirements and contexts. Investigate service delivery issues and exceptions consulting with key stakeholders including direct engagement relevant parties, surfacing, and focusing on the resolution of critical performance and implementation issues affecting programme delivery. Regularly review feedback at all levels learning from compliments, complaints and appeals with a view to service development and improvement. Apply analysis to service performance; provide service development proposals; secure internal and external sponsorship for changes as necessary. Co-ordinate and deliver agreed service/business systems change and development requirements. Engage with, support, and monitor progress against business planning processes for the Programme Centre cascading from agreed Pobal Strategy, the programme of work and service level agreement with the DCEDIY and internal priorities to Early Years Operations as they emerge. Role Requirement 4 Analysis and Monitoring Collate, produce, and record monthly programme management reports in conjunction with operational teams and MAOU. Working with MAOU and DCDE, define external programme reporting requirements and timelines. Identification and mitigation of issues and risks in relation to business development and operational management processes. Provide feedback regarding identified risks and trends and make recommendations regarding supports and training requirements and suggesting how issues can be addressed or prevented. Identify quality control tasks and work with stakeholders to implement as appropriate. Produce management reports and analysis at the appropriate stages of the programme management process. Manage and maintain programme management documentation ensuring that all relevant information is written up and communicated clearly and effectively at each stage of the process. Required Experience Professional Experience Strong project management and business analysis experience and understanding of core concepts. Experience of projects covering requirement gathering and prioritisation, planning, resource allocation. Experience of cross-business delivery. Ability to work at differing levels of detail, both big picture concepts and complex detailed issues. Ideally would have experience of current early years programmes, early years' service provision and early learning and care policy. Highly Proficient in use of MS packages e.g., Word, Excel, Outlook, Project, PowerPoint; Microsoft Dynamics CRM; SharePoint applications and portals. Personal Attributes A structured and organised approach with the ability to prioritise and manage workload under pressurised conditions. Demonstrate a flexible and adaptable approach to their work in fast paced demanding environment. Ability to develop professional relationships with customers and colleagues to achieve success. Approaches their work in a professional, friendly, and courteous manner. Takes responsibility for their own work areas with a proven ability to work independently and as part of a team. Is confident and approachable while processing the ability to be assertive as required. Enthusiastic, pragmatic, and motivated in their approach. Qualifications Relevant Third Level qualification (e.g., Degree) or equivalent in relevant qualification in programme management or other relevant area is desirable.
