Main Duties and Responsibilities
* Accountable for all aspects of contract and commercial management, including developing Key Performance Indicators (KPIs) to monitor and report on commercial performance, covering cost control, forecasting accuracy, risk management and change control processes, and commercial disputes.
* Develop and optimise the commercial delivery mechanisms to ensure delivery of the Capital Investment Plan.
* Provide commercial leadership and resources to IDD project/programme Delivery teams and ensure appropriate governance is in place within the delivery portfolio.
* Coordinate and oversee contractor relationships, building collaborative relationships and mutually beneficial approaches.
* Influence and shape the target contracting model in collaboration with UÉ’s Supply Chain team to match the evolving investment plan.
* Develop UÉ’s IDD contract strategy to meet the needs of the delivery portfolio.
* Provide assurance on cost data inputs and outputs, undertake cost audits, and manage cost risk, contingency and disputes.
* Lead a large team, embedding a commercial culture aligned with the directorate’s direction and delivering value for money across the portfolio.
* Drive safety, health, and regulatory requirements across IDD and its supply chain.
* Raise and escalate issues affecting portfolio delivery as appropriate and ensure compliance with standards and processes.
* Provide visible leadership, coaching, and development for the team to achieve business objectives.
Knowledge, Skills and Experience
* Demonstrable commercial and contract management experience.
* Relevant third-level qualification and/or accreditation, or relevant experience.
* Minimum of 10 years’ experience in the water, utilities or similar industries, with 3+ years at a senior manager level.
* Excellent leadership and people skills; ability to promote growth, feedback, innovation, and inspire others to aim high.
* Experience leading teams to drive customer strategies and service delivery improvement.
* Significant leadership and change/transformation experience in a similar utility, regulated industry, or multi-stakeholder environment.
* Ability to work to deadlines, adapt to change, and provide pragmatic solutions in ambiguous situations.
* Ability to build a collaborative culture, establish credibility, influence at all levels, and foster strong working relationships.
* Strong decision-making, ethical behavior, and effective communication; excellent negotiation skills; financially and commercially astute.
* History of reinforcing safety practices and aligning team goals with safety strategies.
