Procurement Professional Role
We are seeking a Procurement Professional to lead specific procurement projects related to our ongoing strategic initiatives. These projects typically involve high complexity, requiring dialogue through negotiated or competitive dialogue procedures.
Main Responsibilities
* Conduct supply market analysis and facilitate market consultations.
* Manage procurement processes for tender competitions, including receipt and response of tender clarifications, ensuring transparency throughout the process.
* Serve as procurement advisor on project steering committees.
* Liaise with in-house and external legal advisors on tender and contractual documentation drafting.
* Issue coordinating instructions to project SMEs and evaluators.
* Provide in-house briefing sessions to evaluators prior to evaluation meetings.
* Coordinate and chair dialogue meetings with tenderers.
* Coordinate and chair evaluation meetings with evaluators.
* Oversee contract execution with successful tenderers.
* Produce Regulation 84 reports for Director and CEO approval.
* Issue Letters of Intent and Standstill letters to tenderers, providing feedback to unsuccessful candidates.
* Draft organisation board decision papers.
Additional Responsibilities
* Liaise with staff on requirement for goods and services, drafting applicable procurement documents.
* Support sustainable and green practices inclusion.
* Advise staff on appropriate procurement methods, referencing procurement thresholds, legislation, timelines, and organisation policy and procedures.
* Publish tender advertisements on eTenders website and European Journal.
* Ensure transitional processes are in place for service transfers from incumbent suppliers to new suppliers, considering TUPE provisions.
* Agree contract changes with relevant suppliers and manage contract execution.
* Publish contract award notices on eTenders website and European Journal.
* Notify staff of procurement legislation changes and policy updates.
Requirements
* Knowledge of 2016 Public Sector Regulations and 2016 Utilities Regulations.
* Knowledge of Public Spending Code.
* Knowledge of OGP Public Procurement Guidelines For Goods And Services and relevant Government Circulars.
* Experience working with eTenders and OJEU websites.
* Excellent interpersonal and communication skills.
* Ability to work independently, as part of a team, and as leader of a group.
