Policy & Evaluation Manager Swim Ireland, the National Governing Body for aquatics on the island of Ireland, seek a dynamic and experienced Policy & Evaluation Manager to support a nationwide team of Get Ireland Swimming Activators who shall be responsible for driving the implementation of the National Swimming Strategy 2024-2027 at a localised level. This is a very exciting opportunity to help shape the future landscape of swimming in the Republic of Ireland, through a nationally led, locally driven approach. Reporting to the Head of Participation & Activation, the Policy & Evaluation Manager will be responsible for developing policies and procedures to support the National Swimming Strategy. They will create, and manage, evaluation systems to help with the monitoring and reporting of programmes and strategies. Swim Ireland is the National Governing Body (NGB) for Swimming, Water Polo, Diving and associated Aquatic Disciplines on the island of Ireland. Swim Irelands Head Office is based at Irish Sport HQ, National Sports Campus, Blanchardstown, Dublin 15 with circa 60 employees. KEY RESPONSIBILITIES Policy Development & Management Design and implement policies to ensure participation programmes are inclusive, accessible, and meet the needs of diverse communities in support of the National Swimming Strategy 2024-2027 Work in partnership with the health sector to advocate for the use of swimming to improve general health and wellbeing Develop policies and partnerships to further embed the provision of aquatics as components of the school curriculum Develop a specific resource to support schools and aquatic providers to work together in partnership in the enactment of the Wellbeing specification as part of the redeveloped primary school curriculum. Ensure that the highest safeguarding standards are ingrained throughout programmes and CPD. Monitoring & Evaluation In conjunction with the Head of Participation& Activation, create and manage use of evaluation and reporting tools for all participation programmes. Ensure reporting and evaluation tools meet the requirements of grant funding and provide regular updates on progress for grant funded activity Monitor progress and prepare regular reports on the National Swimming Strategy 2024-2027, Women in Sport Action Plan 2024-2026 andthe Annual Business Plan Put in place a robust and uniform system of evaluation across the organisation where there are clear measurable outcomes for all project work. Collate evaluation data across the organisation, preparing quarterly reports for senior management. In conjunction with the Head of Participation & Activation, produce an annual report which assesses the impact of projects across a range of metrics. Participation Management and Support Support the Participation Manager in the development of participation programmes that areaccessible, and meet the needs of diverse communities In conjunction with the Head of Participation & Activation, prepare programme funding applications (including but not limited to Healthy Ireland and Dormant Accounts). Manage programme budgets, ensuring allocation of funding is aligned to objectives outlined in funding applications (including but not limited to Healthy Ireland, Dormant Accounts and Women in Sport). Other Ensure that the highest safeguarding standards are ingrained throughout programmes and CPD. Attend Swim Ireland conferences, competitions and events as required. Attend leisure industry events and networking opportunities as required. Support other departments in Swim Ireland in the delivery of their work. Support the roll out of Swim Ireland initiatives. It is intended as an outline indication of the areas of activity and will be amended considering the changing needs of the Activation/Participation Programme and/or Swim Ireland EDUCATION & EXPERIENCE REQUIREMENTS Bachelors Degree in Sports Management/ Science, Education, Public Health, or a similarly related field. Previous experience in programme development or within a similar role. Experience in the sports or non-profit sector is highly desirable. Knowledge and experience of designing, delivering and evaluating programmes. KEY QUALITIES Excellent communication and administration skills, with attention to detail. Strong work ethic, flexibility and adaptability in a dynamic working environment. Team player, with ability to work on their own initiative or under pressure. ESSENTIAL REQUIREMENTS Eligibility to work in Ireland on a full-time basis. Some evening and weekend work is expected, with flexible working hours also required. Full, clean driving license and access to vehicle. Excellent working knowledge of IT and software packages including MSOffice, Word, Excel and PowerPoint.
